Commission Minutes—April 21, 2014 4285 <br /> families heal and reconnect and launching children into successful adulthood, <br /> and <br /> WHEREAS, dedicated foster families frequently adopt foster children, resulting <br /> in a greater need for more foster families, and <br /> WHEREAS, there are numerous individuals, public and private organizations <br /> who work to increase public awareness of the needs of children in and leaving <br /> foster care as well as the enduring and valuable contribution of foster parents, <br /> and the foster care "system" is only as good as those who choose to be part of <br /> it, <br /> NOW, THEREFORE, I, Ken Pawluk, by virtue of the authority vested in me as <br /> Chairman of the Board of Cass County Commissioners do hereby proclaim May <br /> of 2014 as FOSTER CARE MONTH in Cass County and urge all citizens to <br /> come forward and do something positive that will help change a lifetime for <br /> children and youth in foster care. <br /> d. Grant a site authorization permit to conduct games of chance under license <br /> issued by the North Dakota Attorney General's Office for the period of January <br /> 16, 2015, through January 24, 2015, for the Cass County Wildlife Club at the <br /> Red River Valley Fairgrounds, West Fargo. <br /> e. Ratify the unauthorized vehicle purchase for the Sheriff's Office Narcotics <br /> Investigation Division. <br /> f. Contract approval <br /> - Mapleton Public School joint powers election agreement for the county to <br /> administer elections for Mapleton Public School District No. 7; <br /> - Cass County Weed Control—spraying services for various county owned <br /> properties; <br /> - KLJ Engineering—hydraulic analysis for three bridge replacements in <br /> Clifton and Erie Townships; <br /> - Northern Technologies, Inc.—geotechnical analysis for six bridge <br /> replacements in Walburg, Clifton and Durbin Townships; <br /> - Houston Engineering, Inc.—hydraulic analysis for five bridge replacements <br /> in Walburg and Durbin Townships; <br /> - Moore Engineering, Inc.—hydraulic analysis for five bridge replacements in <br /> Wiser, Noble, Rochester and Lake Townships; <br /> - Duininck, Inc.—structure replacement, guardrails and incidentals for <br /> bridges located in Clifton Township and Hill Township. <br /> 6. CASS COUNTY YOUTH COMMISSION REPORT <br /> Sebastian Startz, Chairman of the Cass County Youth Commission, and a senior at <br /> Shanley High School in Fargo, was present to update the county commission on <br /> activities of high school students participating in the program. Mr. Startz thanked the <br /> commission for their support, and said the experience has provided him with the <br /> opportunity to learn how local and state governments operate. <br /> Also present were Charlotte Sandvik, Cass County Treasurer; Stan Wolf, Cass <br /> County Weed Control Director; and Alicia Hildebrand, Auditor's Office Accountant, <br /> who serve as mentors to the youth commission. <br />
