Commission Minutes—April 7, 2014 4278 WHEREAS, Cass County takes pride in their responsibility to protect and enhance the health, welfare and safety of its residents in sensible and cost- effective ways; WHEREAS, in order to remain healthy, vibrant, safe, and economically competitive, America's counties must be able to anticipate and adapt to all types of change; WHEREAS, through the National Association of Counties President Linda Langston's Resilient Counties Initiative, NACo is encouraging counties to focus on how they prepare and respond to natural disasters and emergencies or any situation that counties may face, such as economic recovery or public health and safety challenges; WHEREAS, each year since 1991 the National Association of Counties has encouraged counties across the country to actively promote their own programs and services to the public they serve; NOW, THEREFORE, BE IT RESOLVED that the Cass County Board of Commissioners does hereby proclaim April 2014 as National County Government Month. c. Authorize the chairman to sign a release and settlement agreement with BNSF Railway Company in the amount of $35,144.83 for the train derailment in Casselton, North Dakota. d. Authorize the chairman to sign a purchase order for one 2014 Dodge Journey in the amount of $18,472.06 from Nelson Auto Center in Fergus Falls to be paid from the Motor Pool Fund, and authorize the county auditor to offer one 2005 Dodge Stratus for public sale with the proceeds to go back into the Motor Pool Fund; authorize the chairman to sign a purchase order for one disc mower in the amount of $11,200.00 from Titan Machinery for the Road Department; and authorize the chairman to sign a purchase order for engineering survey equipment in the amount of $36,000.00 from RDO Integrated Controls for the Road Department. e. Approve a special event permit for Rick's Bar to serve alcoholic beverages on May 3, 2014, during the hours of 3:00 PM to 1:00 AM for a wedding reception to be held at Bonanzaville, U.S.A. in West Fargo, North Dakota; approve a special event permit for Rick's Bar to serve alcoholic beverages on June 7, 2014, during the hours of 3:00 PM to 1:00 AM for a wedding reception to be held at Bonanzaville, U.S.A. in West Fargo, North Dakota; approve a special event permit for West Fargo Speedway Steakhouse & Event Center to serve alcoholic beverages on May 1, 2014, during the hours of 5:00 PM to 10:00 PM for a Bonanzaville fundraiser to be held at Bonanzaville, U.S.A. in West Fargo, North Dakota; and approve a special event permit for B & G Beverages II, Inc. d/b/a the Town Hall Bar to serve alcoholic beverages on Friday, April 11, 2014, during the hours of 4:00 PM to 1:00 AM for a Riding on Angels' Wings benefit in the Agricultural Building at the Red River Valley Fairgrounds in West Fargo, North Dakota.
