Authorize the county auditor to sign the proxy vote for the North Dakota Insurance <br /> Reserve Fund annual meeting to be held May 15, 2014, at the Ramkota Inn in <br /> Bismarck, North Dakota. <br /> g. Approve changes to polling locations for Precincts 21-02 (Fargo Public Library), <br /> 45-02 (Reiles Acres Community Center), 45-03 (Harwood Community Center), <br /> and 46-01 (The Bowler); designate polling hours from 7:00 AM to 8:00 PM; and <br /> designate early voting precincts at the Hilton Garden Inn, Doublewood Inn and <br /> Days Inn Casselton for the June primary election. <br /> h. Contract approval <br /> - Industrial Builders, Inc.—bridge replacement project one mile north of Enderlin <br /> in Section 34 of Pontiac Township on the Maple River; <br /> - Duininck, Inc.—structures, grading and incidentals projects for a bridge located <br /> two miles west of Amenia on County Highway 32, and bridge located five miles <br /> northeast of Kindred on County Highway 36; <br /> - Juvenile Accountability Block Grant (JABG)—grant award documents for 2014 <br /> in the amount of $11,853 to continue support of programs that provide <br /> alternatives to juvenile offenders. <br /> i. Allow the promotion and holding of a bake sale and lunch fundraising benefit on <br /> April 24, 2014, from 11:30 AM to 1:00 PM in the Cass County Annex basement for <br /> Sheri Finstad, Cass County Social Services employee. <br /> j. Authorize the chairman to sign a Disclaimer of Interest, Stipulation and Order for <br /> Dismissal of Cass County in the Northern States Power lawsuit relating to the <br /> CapX2020 transmission line. <br /> 6. SHERIFF'S DEPARTMENT, Presentation of retirement plaque to Mike Argall <br /> Mr. Pawluk presented a retirement plaque to Mike Argall, who recently retired from the Cass <br /> County Sheriff's Office after 35 years of service. He thanked commissioners for the plaque <br /> and said he is appreciative of his years working for Cass County Government. <br /> 7. SOCIAL SERVICES, Presentation of Caring Community Award <br /> The Cass County Social Services Family Service Unit has received the Caring Community <br /> Award from Prevent Child Abuse of North Dakota organization. The award recognizes the <br /> unit's proactive work to ensure the safety of children and engage families to resolve <br /> potential risks. Mr. Peterson presented the award to the supervisors from the Family <br /> Service Unit, and thanked all of the staff for their dedication toward the prevention of child <br /> abuse. <br /> 8. SHERIFF'S DEPARTMENT, School Resource Officer program <br /> Captain Judy Tollefson was present to discuss the potential growth of the School Resource <br /> Officer (SRO) program in Cass County. There have been discussions with school districts <br /> about adding more deputies. Northern Cass School District has requested a full-time SRO, <br /> and has committed funds for the position. In the past Cass County has paid around 88% of <br /> the costs for the positions, not including the equipment and vehicles needed for staff. The <br /> Sheriff's Office presented a proposal to the school districts for the county to begin using the <br /> national standard cost share of 75% paid by the school and 25% by the county. The annual <br /> cost for two deputies is now $127,000—with the new cost share formula, the county would <br /> pay $88,000 annually for four deputies. She said staff will discuss the proposal with Maple <br /> Valley, Central Cass, and Kindred to see if they are interested in a full-time SRO. She said <br /> additional information will be provided to the board after discussions are held with the other <br /> schools. <br />
