Juvenile Detention Facility <br /> We would like to have a dedicated Juvenile Detention Center, customized to better suit the <br /> specific needs of Juveniles, not just a section of the adult Jail given to use to house Juveniles. <br /> The North Dakota Juvenile Court System through the ND Century Code, and the North Dakota <br /> Department of Corrections have a very specific philosophy of Juveniles who are incarcerated: <br /> Detention should be a last resort option, and if it is to be used, the facility in which they are <br /> housed should be have a"non-Jail like" appearance, as much as possible while still maintaining <br /> safety and security. We cannot control how long juveniles are placed in Detention or which ones <br /> do, but we do have control over the style, efficiency, and effectiveness of our facility. It is in <br /> that capacity we ask for the following as part of our Detention Center's structure. <br /> To accommodate current capacity and to allow for future growth, we would like to have 30-40 <br /> total beds in the secure Detention Center(specifics relating to those to be broken down in <br /> paragraphs to follow), and 12-15 beds in an unsecure Attendant Care, with a separate entrance <br /> (to be addressed at the end). The exterior should include: a secure sally port, big enough to <br /> house several vehicles inside at the same time; a public entrance with a weather vestibule and a <br /> visitation room accessible from there (visitation room equipped to accommodate video <br /> visitation); and adequate parking for law enforcement and general public. <br /> Our number one requirement of a new Juvenile Detention facility is that it maintains an <br /> attachment to the Jail. The main reason for moving from the old Detention Center at the Annex <br /> to the Jail was for security reason, and the ability of Jail staff to respond quickly to emergency <br /> situations in Detention. We will need to maintain that attachment. <br /> Our number two requirement—but just as important as our number one—is complete gender <br /> separation of living and sleeping quarters. We know, and it was reinforced by our PBS <br />
