If the Cass County Coroner's Office was to be given space in a new addition built on Jail
property, this alleviates most of these concerns. They will be housed in a Cass County building,
with Cass County work expectations, with fellow Cass County employees, with all the IT and
administrative support given to Cass County personnel and under their Cass County chain of
command. The appointed Coroner, both the current one, and a future appointee would be under
Cass County structure when they are fulfilling their Coroner duties, no matter where else they
work. The employees would be exposed to the culture of Cass County and this would be their
daily work environment. Also, in the design aspect of the building, we would attach them to the
Sheriff's Office investigations unit so they are tied into the law enforcement realm which they
support through their duties. It also makes it easy for the other law enforcement entities to access
them as they regularly work with Sheriff's Office personnel. The fact it would all be tied to the
Cass County Jail makes this concept even more feasible for the agencies involved.
In the following feasibility study, each of the areas discussed in the opening statement will
provide further information regarding the concepts of a new facility. It is our hope the
information provided will allow this committee to receive a directive from the Cass County
Commission to work with the Cass County Administrator to hire an architectural consulting firm
to determine the potential design, and ultimately the cost of this facility, to determine if there is
potential to move forward on this project.
