The Cass County Coroner's Office is a new department within Cass County. There has been
much public scrutiny lately as to their work environments and their ability to conduct operations.
The Cass County Commission has made major strides in solving these issues. The last step in
this process will be finding them a permanent work environment that will be useful for many
years to come. There is one plan that would allow for them to be housed within a new structure
within Fargo Cass Public Health. This structure is a City of Fargo project and our employees
would work out of their building. The offer is a good faith offer by the City of Fargo and solves
the immediate issues, but it does breed future issues.
The first issue is the Cass County Coroner's Office is a Cass County entity. Their employees are
part of the Cass County network; they receive their salaries, policies, procedures and guidelines
from Cass County Government. They also must receive their IT support from Cass County, no
matter where they are housed. Placing them at Fargo Cass Public Health removes them from this
environment and support.
The second issue comes into play once the current Cass County Coroner retires. The current
Coroner is a Fargo Cass Public Health employee and his office is in the Fargo Cass Public
Health building. As of today, it would be convenient to have the Coroner's Office near him on a
daily basis, however, this adds an entirely different dynamic once he retires. If the next appointed
Cass County Coroner comes from a different medical facility, we would feasibly have the new
Coroner in one facility, the Coroner's Office investigators in a different building and their
governing entity, Cass County Government, in another area. This is not a good management
practice.
