3. Feasiblity study for juvenile detention/alternative holding facility

become too small for even our current number of staff, and contracted staff, that utilizes that parking lot. 24/7 Program Testing Site: Within this alternative sentencing wing, there should be a lobby area for the purpose of testing participants for the 24/7 program. One facet of this program is the twice per day Preliminary Breath Testing (PBT) testing requiring participants to arrive at the center twice daily for their test. As time moves on,there is a potential to have several hundred people arriving to the facility for this twice per day testing. We will need to have a public parking lot outside of the center for this purpose with a lobby large enough to have potentially 300+people standing inside waiting for their test. The 24/7 Deputy will have to have a large desk to stand behind to test the participants and log their tests on a desktop computer. A metal detector should be installed next to this desk so that participants have to walk through it furthering the safety of the deputy administering the tests. Drug patches and scram bracelets are also a part of the 24/7 program. Drug patches need to be switched out and scram bracelets down loaded, put on, taken off, etc. There will need to be more office space inside of this wing near the security desk for the 24/7 Work release coordinator to work out of and another office where the half time 24/7 Deputy would work out of and handle the drug patch and scram bracelet business. This will also free up an office in our administration wing and add additional offices that we are in need of currently. With the addition of two new Sergeants, an additional 24/7 Deputy, along with our current administration numbers, we have outgrown the current office structure at this facility.
