Commission Minutes—March 3, 2014 4268 <br /> 7. ROAD DEPARTMENT, Contracts with Central Specialties, Inc. approved for drain tile <br /> installation and subgrade repair projects <br /> Mr. Benson discussed two projects which will enhance gravel roads in rural Cass County. <br /> The county received favorable bids, and he recommends the low bid be awarded to Central <br /> Specialties, Inc. for a drain tile installation project on County Highway 32 in Rush River <br /> Township, and subgrade repair project on County Highway 3 in Rich Township. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Peterson seconded to authorize the chairman <br /> to sign a contract with Central Specialties, Inc. in the amount of <br /> $403,649.12 for drain tile installation on County Highway 32; and <br /> authorize the chairman to sign a contract with Central Specialties, Inc. in <br /> the amount of $974,435.80 for a subgrade repair project on County <br /> Highway 3 from County Highway 26 to County Highway 4. On roll call <br /> vote, the motion carried unanimously. <br /> 8. ROAD DEPARTMENT, Cost participation/maintenance agreement approved for State <br /> Highway 18 and County Road 10 project <br /> Mr. Benson discussed a safety project in the northwest corner of Casselton at the <br /> intersection of State Highway 18 and County Road 10. The North Dakota Department of <br /> Transportation has been working with the City of Casselton and Cass County during project <br /> development, and the state will pay 100% toward project costs. The city and county will be <br /> responsible for maintenance of the road. The project will create turn lanes and will provide <br /> safer intersection movement for trucks, buses and other vehicles that use the road on a <br /> regular basis. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Bennett seconded to authorize the chairman <br /> to sign a cost participation and maintenance agreement with the North <br /> Dakota Department of Transportation and City of Casselton for <br /> maintenance costs associated with a safety project on the north side of <br /> Casselton at the intersection of North Dakota Highway 18 and Cass <br /> County Road 10. Motion carried. <br /> 9. FLOOD DIVERSION, Report on trip to Washington, D.C. <br /> Mr. Vanyo and Mr. Berndt traveled to Washington, D.C. last week to discuss the diversion <br /> project with numerous state and national officials. Meetings were held with Congressional <br /> delegates from North Dakota and Minnesota, and staff from the Congressional Majority and <br /> Minority leaders' offices, Office of Management and Budget, Assistant Secretary of the <br /> Army, and Corps of Engineers. <br /> Mr. Vanyo reviewed the major topics of discussion as follows: the time frame and <br /> anticipated passage of the Water Resources Development Act (WRDA), which he heard <br /> could be decided as soon as the end of March or as late as the fall of 2014; funding <br /> availability through the President's budget or Corps of Engineers appropriations; possible <br /> review of the project benefit cost ratio (BCR) since the figures are from three years ago and <br /> do not take into account any new economic growth; use of correct data regarding loss of life <br /> issues because the figures used do not consider unexpected catastrophic events that may <br /> occur in the area; and if the project is approved, consideration of different financing options <br /> to ensure the flow of funding continues once construction begins. <br />
