Commission Minutes—March 3, 2014 4267 <br /> WHEREAS, The Cass County Board of Commissioners desires to prevent serious <br /> damage to County Highways; <br /> WHEREAS, 39-12-03 of the North Dakota Century Code authorizes local <br /> authorities to impose vehicle weight restrictions on County Highways; <br /> NOW, THEREFORE, BE IT RESOLVED, by the Cass County Board of <br /> Commissioners that spring load restrictions will be imposed upon Cass County <br /> Highways in the following manner: <br /> All County Highways to be posted in accordance with the Cass County 2014 <br /> Spring Load Restriction Map dated March 3, 2014. Spring load restrictions will be <br /> effective at 12:01 AM on or after March 10, 2014, as determined by the County <br /> Engineer. <br /> f. Contract approval <br /> - Red River Regional Dispatch Center (RRRDC)—amendment to joint powers <br /> agreement to purchase condominium space currently occupied by the center <br /> with the City of Fargo issuing the debt for the purchase in order to advance <br /> funding to the RRRDC and establish repayment to the City; <br /> - ASTECH Corporation—crack, clean and seal projects on various county <br /> highways; <br /> - J & J Striping—pavement marking installation on various county highways; <br /> - Morris Sealcoat, Inc.—seal coat projects on County Highways 5, 6, 10, 26 and <br /> 32. <br /> g. Approve a budget adjustment in the amount of $37,089.60 for grant funds <br /> awarded through the State of North Dakota Homeland Security Program to <br /> purchase a boat and related equipment for Valley Water Rescue from Ray's Sport <br /> and Marine. <br /> 6. ROAD DEPARTMENT, Contract approved with Minn-Dak Asphalt, Inc. for bituminous <br /> surfacing, overlay and grading projects <br /> Jason Benson, County Engineer, said the Highway Department consolidated several <br /> projects when bidding for bituminous surfacing and grading on County Highway 15, and <br /> bituminous overlay and grading on County Highways 11, 17, 20, 22, 31 and 81. The <br /> consolidation will help to reduce costs and improve quality management control because <br /> there will be one contractor serving as the single point of contact. Also, he said the projects <br /> are in close proximity to one another, which also helps to lower the cost. <br /> He said the engineer's estimate was $7,430,117.95. The low bidder was Minn-Dak Asphalt, <br /> Inc. for $6,756,819.25—approximately $700,000 below the estimate. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman <br /> to sign a contract with Minn-Dak Asphalt, Inc. in the amount of <br /> $6,756,819.25 for bituminous overlay, surfacing, grading and incidentals <br /> for the above projects. On roll call vote, the motion carried unanimously. <br />
