Commission Minutes—March 3, 2014 4266 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS MARCH 3, 2014 1. MEETING CALLED TO ORDER Chairman Ken Pawluk called the meeting to order at 3:30 PM with all members present as follows: Chad M. Peterson, Darrell Vanyo, Vern Bennett, and Ken Pawluk. Mary Scherling was present via conference call. 2. PLEDGE OF ALLEGIANCE Heather Worden led the Pledge of Allegiance. 3. MINUTES APPROVED MOTION, passed Mr. Bennett moved and Mr. Vanyo seconded that the minutes of the previous meeting be approved as written. Motion carried. 4. AGENDA, Order approved MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to approve the order of the agenda with the addition of a budget adjustment to the consent agenda and cost participation/maintenance agreement to the regular agenda. Motion carried. 5. CONSENT AGENDA APPROVED MOTION, passed Mr. Bennett moved and Mr. Vanyo seconded to approve the consent agenda as follows: On roll call vote, the motion carried unanimously. a. Approve a raffle permit for Riding on Angels' Wings to be held April 11, 2014, at the Red River Valley Fairgrounds in West Fargo, North Dakota. b. Approve a poker permit for a Relay for Life - Microlap Technologies Team 1 tournament to be held March 1, 2014, to March 2, 2014, at the Knickerbocker Liquor Locker in Hickson, North Dakota. c. Approve a special event permit for Jack Nick LLC d/b/a/ the Knickerbocker Liquor Locker to serve alcoholic beverages during the hours of 5:00 PM Thursday, March 27, 2014, to 12:00 AM Friday, March 28, 2014, for an El Zagel Shriners stag party to be held at the Hickson Community Center in Hickson, North Dakota. d. Authorize the chairman to sign a purchase order with Fargo Glass and Paint in the amount of $10,291 for aluminum windows and installation costs for the Highway Department building in West Fargo. e. Adopt Resolution #2014-2 implementing spring load restrictions on county highways, as follows: RESOLUTION #2014-2 IMPLEMENT SPRING LOAD RESTRICTIONS ON COUNTY HIGHWAYS WHEREAS, Soft base conditions experienced during spring thaw reduce the load carrying capacity of County Highways;
