Commission Minutes—March 3, 2014 4269 <br /> Mr. Vanyo said members from the MnDak Upstream Coalition are also lobbying in <br /> Washington, D.C. against the diversion project. He said short of moving the alignment or <br /> eliminating the project altogether, he questions whether the issues raised by project <br /> opponents can be resolved. He said diversion officials and staff have listened to <br /> suggestions made by opponents and have incorporated some of them into the project. <br /> Mr. Berndt said another issue discussed at meetings last week was about the importance of <br /> the diversion project as it relates to the economy. He said if railroad transportation was shut <br /> down in the Fargo-Moorhead area due to major flooding, oil and other commodities could <br /> not be transported, impacting the nation's economy. <br /> The President's budget will be released on March 4th, and the Corps of Engineers will <br /> release their work plan on March 10th, which will provide some guidance on funding over the <br /> next year. <br /> 10. FLOOD CONTROL, State Water Commission payment to City of Fargo approved <br /> During the last three legislative sessions, the state legislature approved a total of $175 <br /> million to be spent on flood control costs. This is the 25th request from the City of Fargo. <br /> Keith Berndt, County Administrator, said the reimbursement claim in the amount of <br /> $338,474 is the local match on land costs associated with home acquisitions in Fargo. Mr. <br /> Berndt said $48.5 million has been spent out of the $175 million approved by the state <br /> legislature. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman <br /> to sign the approval letter for the State Water Commission to distribute <br /> funds in the amount of $338,474 to the City of Fargo pursuant to the <br /> terms and conditions of Senate Bill 2020. On roll call vote, the motion <br /> carried unanimously. <br /> 11. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve Voucher No. <br /> 276,586 through Voucher No. 276,833. On roll call vote, the motion <br /> carried unanimously. <br /> 12. WELLNESS PROGRAM; SECURITY STATION UPGRADES; COMMISSIONERS' DAY, <br /> Committee reports <br /> Mr. Berndt said last week the County Wellness Committee kicked off an eleven-week <br /> program called "Get Up and Move" to promote physical activity among employees, and <br /> encourage people to start walking, running or other fitness programs. <br /> Mr. Berndt said the 2014 budget includes funds to upgrade the security stations at the <br /> Courthouse and Annex. He has received architect drawings of the layouts if commissioners <br /> want to review them. <br /> Mr. Peterson and Mr. Pawluk will attend the 2014 Annual Barnes County Commissioners' <br /> Day in Valley City on March 6th <br />
