<br />Commission Minutes-August 16, 2004 <br /> <br />2777 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to establish an early voting <br />precinct as allowed by North Dakota Century Code 16.1-07-15 for the <br />2004 General Election at the Cass County Courthouse, excluding any <br />regularly scheduled County Commission meeting dates. Mrs. Sorum <br />suggested moving the ballot scanners to another room in the courthouse <br />on the last day of early voting, since it is a regular meeting date for the <br />board. Mrs. Worden said voters can still vote by absentee balloting in <br />the Auditor's Office on that day. On roll call vote, the motion carried <br />unanimously. <br /> <br />14. COMMISSION MEETING SCHEDULE, First meetina in October chanaed <br />Mrs. Sorum made a sug~estion to consider changing the first regular meeting date in <br />October from October 4t to October 1,2004. All five commissioners plan to attend the <br />North Dakota Association of Counties annual convention in Bismarck on October 3-6 at the <br />Ramkota Inn. October 1st is also the last day for approving the annual county budget. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to change the Cass County <br />Commission's first regular meeting in October from Monday, October 4th, <br />to Friday, October 1, 2004, due to commissioners attending the North <br />Dakota Association of Counties annual conference in Bismarck on <br />October 3-6. On roll call vote, the motion carried unanimously. <br /> <br />15. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve Voucher No. <br />189,902 through No. 190,239. On roll call vote, the motion carried <br />unanimously. <br /> <br />16. COORDINATOR UPDATE; VECTOR FACILITY PLANNING; BUDGET MEETINGS; <br />STATE'S ATTORNEY UPDATE; LAWSUITS PENDING, Committee reports <br />Bonnie Johnson attended a recent open house at the Clay County Courthouse in Moorhead <br />and viewed their procedure on transporting inmates to courtrooms without going through <br />public corridors. <br /> <br />The Vector Facility Planning Committee will meet at 2:00 PM Monday, August 23rd, in the <br />Commission Room. Mrs. Johnson said Architect Terry Stroh will be present. <br /> <br />Rather than continuing budget review into Friday this week, Commissioners suggested <br />completing budget hearings and making some adjustments to the 2005 budget all on <br />Thursday, August 19th, Budget meetings were tentatively scheduled for three days this <br />week; however, the Wednesday meeting was changed to Thursday because Mr. Vanyo was <br />unavailable on August 18th. A meeting to adopt the preliminary budget this Friday may be <br />cancelled if commissioners reach a consensus to approve it Thursday. The preliminary <br />budget must be summarized by the County Auditor and published in the official newspaper <br />at least two weeks before the public hearing on the county budget, which is scheduled for <br />September 20, 2004. <br /> <br />Birch Burdick, State's Attorney, reported that he was in Columbia, South Carolina, last week <br />to work as a faculty member at the National Advocacy Center. <br />
