<br />9. <br /> <br />Commission Minutes-August 16, 2004 <br /> <br />ROAD DEPARTMENT, Approve federal aid hiahway and bridae projects <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve the 2005/2006 <br />federal aid program; and authorize the chair to sign a letter to the North <br />Dakota Department of Transportation requesting federal aid for the <br />approved projects. CONTRACT APPROVAL, Ez Gov: Kadrmas, Lee & Jackson <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chair to sign: On roll call vote, the <br />motion carried unanimously. <br /> <br />Ez Gov--On-line web hosting services; <br />Kadrmas, Lee & Jackson--Supplementary agreement for engineering services on <br />Cass County Highway 12 bridge replacement project. <br /> <br />11. SPECIAL ASSESSMENTS, Multi-jurisdictional advisory study committee <br />A letter was received from Mike Williams, Fargo City Commissioner, dated August 5, 2004, <br />requesting time on today's Cass County Commission agenda to discuss a proposal to form <br />a multi-jurisdictional advisory committee to study special assessments. Mr. Williams was <br />unable to attend today's county board meeting due to city commission meetings; therefore, <br />he discussed his request earlier this afternoon with Bonnie Johnson, County Coordinator. <br /> <br />Mrs. Johnson said the purpose of this committee would be to review and discuss the effects <br />of the current method of special assessments on the local jurisdictions, residents and future <br />growth. She said Mr. Williams is requesting that the Cass County Commission designate a <br />representative to participate in such a committee. Other participants include the city <br />governments of Fargo, West Fargo, Harwood and Horace; public school boards of the <br />aforementioned cities; and park districts of these cities, if separate public entities exist. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Wagner seconded to designate County <br />Auditor Mike Montplaisir as a representative from the Cass County <br />Commission to develop and participate in the establishment of a multi- <br />jurisdictional advisory committee to provide a formal avenue for <br />discussion on the effects our area's current methods of special <br />assessments may have on the local jurisdictions, residents and growth. <br />The designated representative will attend those meetings to be held in <br />the Fargo Commission Room once the multi-jurisdictional advisory <br />committee is established and report back to their board. The term of the <br />study will not exceed six months after the first meeting is held, without <br />majority approval from that representative's board. Discussion: Mr. <br />Wagner said it may be beneficial to have the County Engineer and the <br />County Planner attend some of these meetings. Mrs. Johnson said she <br />believes both of them would be welcome to attend the advisory <br />committee meetings because Mr. Williams indicated city staff will be <br />serving as resources also. On roll call vote, the motion carried <br />unanimously. <br />
