Commission Minutes—December 16, 2013 4243 <br /> 10. PERSONNEL POLICY, Section 7.00 Wage and Salary Administration regarding <br /> starting salaries <br /> Keith Berndt, County Administrator, said at the Personnel Overview Committee meeting <br /> held last month, members discussed changes to the personnel policy regarding starting <br /> salaries. He prepared revisions to Section 7.00 Wage and Salary Administration, which <br /> were reviewed and approved by department heads at their meeting last month. <br /> Mr. Berndt said the proposed changes would allow the following: <br /> - A department head could hire a new employee in steps 2 – 5 with concurrence from <br /> the Administrator and Portfolio Commissioner and require no Commission action; <br /> - A department head could hire a new employee above step 5 with full commission <br /> approval. The request would be sent to the Commission via the County <br /> Administrator. The County Administrator would forward the request to the full <br /> Commission with a recommendation; <br /> - Starting step for new department heads would be determined by the County <br /> Commission. <br /> Mr. Peterson asked about the procedures to follow if the portfolio commissioner does not <br /> agree with a request to hire above step 1. Mr. Berndt said he could draft language so that <br /> in these types of events, the matter may be forwarded to the entire board for consideration. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to approve revised <br /> Personnel Policy Section 7.00 Wage and Salary Administration regarding <br /> starting salaries as presented and to authorize the county administrator <br /> to draft an amendment to include if the portfolio commissioner does not <br /> approve of the request, the item must be forwarded to the full <br /> commission. On roll call vote, the motion carried unanimously. <br /> 11. COURT FACILITIES IMPROVEMENT GRANT APPLICATION, Chair authorized to sign <br /> Mr. Berndt said the Court Facilities Improvement Advisory Committee was formed several <br /> years ago to allow counties to submit requests for projects to improve or maintain court <br /> facilities. This is the tenth round of applications, and he recommends the county request up <br /> to $60,000 for Courtroom 305 renovations to reconstruct the judge, witness and jury area. <br /> The grant amount is $45,000 with a county match of $15,000, which Mr. Berndt has <br /> available within the Buildings and Grounds budget. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman <br /> to sign the application for Court Facilities Improvement Grant funds for <br /> 2014. On roll call vote, the motion carried unanimously. <br /> 12. TAX-FORFEITED PROPERTIES, County deeds to Leonard and Hunter <br /> Michael Montplaisir, Cass County Auditor, said two properties in the City of Leonard and <br /> City of Hunter were not sold at the tax sale last month. The properties were offered to the <br /> each city for a $1.00 as allowed by state law, and both cities have agreed to purchase them <br /> from the county. <br /> Mr. Pawluk said the goal of the county should be to ensure these properties are back on the <br /> tax rolls. <br />
