Commission Minutes—December 16, 2013 4244 <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to authorize the <br /> chairman and county auditor to sign county deeds for tax-forfeited <br /> properties sold to the City of Leonard and City of Hunter. On roll call <br /> vote, the motion carried unanimously. <br /> 13. TAX-FORFEITED PROPERTIES, Report on county-owned properties <br /> Mr. Montplaisir provided an update on 20 tax-forfeited properties owned by the county. He <br /> reviewed a list and map showing the locations of the parcels in Kindred, Horace, Pleasant <br /> Township, Raymond Township, Stanley Township, Warren Township, and Oxbow. A large <br /> portion of the lots are in flood-prone areas with a few in road right-of-way areas. He said the <br /> county tries to sell anything that is practical at the annual tax sales. <br /> 14. FLOOD DIVERSION, Authorize funds for Oxbow land purchase for ring levee <br /> Mr. Montplaisir said the Flood Diversion Authority agreed to finance the land needed for the <br /> Oxbow/Hickson/Bakke levee, replacement lots, and golf course relocation. The land closing <br /> is scheduled for today at an estimated cost of $7,444,250 with expenses being split with <br /> Fargo paying 45%, Cass County paying 45% and State of Minnesota paying 10%. Mr. <br /> Montplaisir is requesting the board approve the payment of the county's share along with <br /> half of the Minnesota share toward the purchase. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the payment of <br /> Cass County's share of the Oxbow land purchase and 50% of the <br /> Minnesota share of the purchase. On roll call vote, the motion carried <br /> unanimously. <br /> 15. FLOOD CONTROL, State Water Commission payment to FM Diversion approved <br /> During the last two legislative sessions, the state legislature approved a total of $75 million <br /> to be spent on flood control costs. Mr. Montplaisir said this is the second request from the <br /> FM Diversion Authority. The reimbursement claim in the amount of $3,722,125 is for land <br /> acquisition costs associated with the Oxbow/Hickson/Bakke ring levee. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to authorize the chairman <br /> to sign the approval letter for the State Water Commission to distribute <br /> funds in the amount of$3,722,125 to the FM Diversion Authority pursuant <br /> to terms and conditions of Senate Bill 2020. On roll call vote, the motion <br /> carried unanimously. <br /> 16. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Peterson seconded to approve Voucher No. <br /> 275,129 through Voucher No. 275,432. On roll call vote, the motion <br /> carried unanimously. <br /> 17. PROPERTY TAXES TASK FORCE; FLOOD DIVERSION UPDATE; WATER USERS <br /> CONVENTION, Committee reports <br /> Mr. Montplaisir said the first meeting of the Governor's Task Force to study property tax <br /> relief was held earlier this month. He serves on the committee along with other state and <br /> county officials. <br />
