Commission Minutes—December 16, 2013 4242 <br /> 8. ROAD DEPARTMENT, Grant application and agreement for County Highway 28 multi- <br /> use path <br /> Jason Benson, County Engineer, was present to discuss a grant application for the 2015 <br /> Transportation Alternatives Program (TAP), which is administered by the North Dakota <br /> Department of Transportation. The project for consideration would construct a multi-use <br /> path on the east side of County Highway 28 adjacent to land owned by the Red River Valley <br /> Fair Association. He said the county owns and maintains the highway from Main Avenue to <br /> 13th Avenue at Drain 21/West Fargo city limits, which serves as the primary access to the <br /> fairgrounds, parking lot and campground. The path will provide a safer roadway for bike <br /> and pedestrian traffic. <br /> Mr. Benson spoke with Bryan Schulz, General Manager of the Red River Valley Fair <br /> Association, about the project. He said a Memorandum of Agreement between the county <br /> and fair association has been drafted which provides a 50% cost share toward construction <br /> expenses. The estimated cost of the path is $319,253 or $59,626.50 per each entity. He <br /> said Cass County will also cover administrative and engineering costs. <br /> Mr. Peterson asked about improvements that would allow people to cross the road from the <br /> east to the west side of the fairgrounds property. Mr. Benson said a fence will be <br /> constructed between the west side of the path and Highway 28 to direct people to a <br /> designated crossway. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Peterson seconded to approve the <br /> Transportation Alternatives Program (TAP) application and Memorandum <br /> of Agreement between Cass County and the Red River Valley Fair <br /> Association for a multi-use path on Cass County Highway 28 from Main <br /> Avenue to 13th Avenue. On roll call vote, the motion carried <br /> unanimously. <br /> 9. SOCIAL SERVICES, Approve position for self-declared day care providers program <br /> Chip Ammerman, Social Services Director, was present. He said the North Dakota <br /> Department of Human Services notified their department in October about new federal <br /> requirements for the self-declared day care providers program. The new requirements <br /> become effective January 1, 2014, and include the addition of two home visits per year per <br /> provider. Mr. Ammerman said currently self-declared providers are reimbursed at the same <br /> monthly rate as day care licensing rates of $18.61 per case per month; beginning July, <br /> 2014, this will increase to $19.36 per case per month in addition to $15 per case for yearly <br /> registration. He said there are not sufficient staff resources to meet the new standards, and <br /> he is requesting to add a .8 FTE Human Service Aide II Grade E. The position will be <br /> funded in part through state dollars. He said there is $2,900 difference between the cost of <br /> the salary and available resources to fund the position. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to approve the .8 FTE <br /> Human Service Aide (HSA) II Grade E position as proposed for the self- <br /> declared day care providers program. Discussion: Mr. Peterson thanked <br /> Chip Ammerman and Jerry Skjonsby for their work on reducing the <br /> salary expense that resulted in a very minimal impact to the budget. On <br /> roll call vote, the motion carried unanimously. <br />
