Commission Minutes November 18, 2013 4230 <br /> Keith Berndt, Cass County Administrator, said the human resource expertise provided by <br /> AFG has been beneficial to the county over the last year. Birch Burdick, State's Attorney, <br /> said his office has also worked with AFG regarding human resource issues. <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to authorize the <br /> chairman to sign a contract with Associated Financial Group for <br /> professional services for 2014 in the amount of $20,000. Discussion: <br /> Mrs. Scherling asked about wellness programs for 2014. Mr. Montplaisir <br /> said the wellness committee has discussed offering a new walking <br /> program to tentatively begin in January with the goal to participate in the <br /> 5K during the Fargo marathon. He said the county currently is in <br /> compliance with the Affordable Care Act (ACA), and with the ever <br /> changing requirements associated with the ACA, the knowledge <br /> provided by AFG regarding health insurance issues is invaluable. On roll <br /> call vote, the motion carried unanimously. <br /> 9. PERSONNEL POLICY, Revised for electronic communication devices <br /> Terry Schmaltz, Information Technology Director, was present. He said county policies <br /> regarding electronic communication devices have not been updated for several years. He <br /> drafted Personnel Policy Section 8.00, Appropriate Use of Electronic Communication <br /> Devices and Services and Section 8.10, Appropriate Use of Personal Mobile Devices in the <br /> Workplace. He said both policies have been reviewed and approved by department heads <br /> at their meeting last month. <br /> Mr. Schmaltz said Section 8.00 combines five current policies into one document, and will <br /> replace Section 2.70 Computer Usage; Section 3.10 Personal Communication, Phone, <br /> Email and Voicemail; 3.20 Cellular Phones; Section 3.30 Internet Usage; and Section 3.40 <br /> Employee Email Usage. <br /> Mr. Schmaltz said Section 8.10 addresses the use of personal devices in the workplace, <br /> and defines the use of personal smart phones with the county email system through Office <br /> 365. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mrs. Scherling seconded to adopt Personnel <br /> Policy Section 8.00, Appropriate Use of Electronic Communication <br /> Devices and Services, and Section 8.10, Appropriate Use of Personal <br /> Mobile Devices in the Workplace. On roll call vote, the motion carried <br /> unanimously. <br /> 10. FLOOD CONTROL, State Water Commission payment to FM Diversion approved <br /> During the last two legislative sessions, the state legislature approved a total of $75 million <br /> to be spent on flood control costs. Mr. Montplaisir said this is the first request from the FM <br /> Diversion Authority. The reimbursement claim in the amount of $18,600 is the local match <br /> for land costs associated with a home buyout in Oxbow. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Pawluk seconded to authorize the chairman to <br /> sign the approval letter for the State Water Commission to distribute <br /> funds in the amount of $18,600 to the FM Diversion Authority pursuant to <br /> the terms and conditions of Senate Bill 2020. On roll call vote, the <br /> motion carried unanimously. <br />
