Commission Minutes—November 18, 2013 4231 <br /> 11. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve Voucher No. <br /> 274,556 through Voucher No. 274,916. On roll call vote, the motion <br /> carried unanimously. <br /> 12. MEETING UPDATES; FLOOD DIVERSION UPDATE; PROPERTY TAX COMMITTEES, <br /> Committee reports <br /> Mr. Berndt will attend a meeting hosted by the North Dakota State Water Commission <br /> (SWC) on Wednesday, November 20th at the Fargo Public Library at 6:00 PM. The purpose <br /> of the meeting is to discuss the cost share funding program and proposed changes to the <br /> SWC's cost share policy. <br /> Mrs. Scherling attended a two-day retreat hosted by the Red River Basin Commission. She <br /> said water supply and water quality were topics of discussion. <br /> Mr. Vanyo said the Flood Diversion Board met last week. One of the items discussed was <br /> the preliminary results of the Halstad Upstream Retention (HUR) study conducted by the <br /> Red River Basin Commission. The study targeted 97 retention sites involving 108,000 <br /> acres of land. The findings conclude that significantly reducing water levels would be <br /> difficult to achieve through retention sites. <br /> Mr. Montplaisir said the North Dakota Association of Counties and the North Dakota <br /> Governor have both created committees to discuss and consider property tax reform. He <br /> will serve on both and will provide any updates to the board. <br /> 13. CORRESPONDENCE, Received and filed <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Vanyo seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> - Letter from Carrie Krause, Chairman of the North Dakota Recorders Information Network <br /> (NDRIN) regarding action taken by the NDRIN board to refund $250,000 from reserves <br /> to county members. <br /> 14.
