Commission Minutes November 18, 2013 4229 <br /> e. Ratify the action of the Personnel Overview Committee meeting held on <br /> November 18, 2013, and approve the starting salary for a B23 Veterans Service <br /> Representative at a Step 3 of the pay grade at $40,470 annually. <br /> f. Authorize the chairman to sign a purchase order with Nelson Auto Center in the <br /> amount of $36,925.04 for a one -ton chassis truck for the Road Department. <br /> 6. HAZARD MITIGATION GRANT PROGRAM, Approved for acquisition of three homes <br /> with landslide issues <br /> Iry Rustad, Executive Director of Lake Agassiz Regional Council (LARC), was present to <br /> discuss a Hazard Mitigation Grant Program (HMGP) award for three homes in Cass County <br /> with landslide issues. The properties are located at 6425 15 Street North, 1319 64 <br /> Avenue North, and 4858 County Road 81 South. <br /> Michael Montplaisir, Cass County Auditor, said the local share of $95,106.75 will be paid <br /> through the Emergency and Flood Mitigation Fund. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Vanyo seconded to approve the budget for the <br /> HMGP noted by the county auditor as a capital project for the years 2013 <br /> and 2014 and allocate the local portion from the Emergency and Flood <br /> Mitigation Fund; authorize the chairman to sign the Hazard Mitigation <br /> Grant Program sub -grant agreement with the North Dakota Department of <br /> Emergency Services for home purchases in Cass County; and authorize <br /> the chairman to sign a contract for professional services with Lake <br /> Agassiz Regional Council to administer the property acquisition process. <br /> On roll call vote, the motion carried unanimously. <br /> 7. FLOOD LOT, Purchase of vacant lot in Chrisan Glen Subdivision <br /> Mr. Montplaisir said the commission recently approved a policy to authorize the county to <br /> purchase vacant lots connected to flood -prone homes at a cost not to exceed $5,000. The <br /> request today is to make an offer to Grace Hart to buy a lot in Chrisan Glen Subdivision, <br /> Stanley Township. The county purchased her house in August of this year. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the auditor to <br /> make an offer of $5,000 to purchase and sign the necessary closing <br /> documents for property located in Lot 1 Block 1, Chrisan Glen <br /> Subdivision owned by Grace Hart. On roll call vote, the motion carried <br /> unanimously. <br /> Mr. Pawluk asked where the funds will come from to purchase the lot. Mr. Montplaisir said <br /> the cost will be paid from the Emergency and Flood Mitigation Fund. <br /> 8. HEALTH INSURANCE /HUMAN RESOURCES CONSULANT, Proposal with Associated <br /> Financial Group approved <br /> Mr. Montplaisir discussed a proposal to renew the contract with Associated Financial Group <br /> (AFG) for one year at a cost not to exceed $20,000. Jonathan Cich, Benefits Consultant <br /> from AFG, was present. The company provides health and welfare consulting services. Mr. <br /> Montplaisir recommends the board renew the proposal, which will assist the county to <br /> review health insurance options, provide human resource services and wellness program <br /> consultations. <br />
