Authorize the chairman to sign a purchase order with Nelson Auto Center in the amount of $36,925.04 for a one -ton chassis truck for the Road Department. 6. HAZARD MITIGATION GRANT PROGRAM, Approved for acquisition of three homes with landslide issues Iry Rustad, Executive Director of Lake Agassiz Regional Council (LARC), was present to discuss a Hazard Mitigation Grant Program (HMGP) award for three homes in Cass County with landslide issues. The properties are located at 6425 15 Street North, 1319 64 Avenue North, and 4858 County Road 81 South. Michael Montplaisir, Cass County Auditor, said the local share of $95,106.75 will be paid through the Emergency and Flood Mitigation Fund. MOTION, passed Mr. Pawluk moved and Mr. Vanyo seconded to approve the budget for the HMGP noted by the county auditor as a capital project for the years 2013 and 2014 and allocate the local portion from the Emergency and Flood Mitigation Fund; authorize the chairman to sign the Hazard Mitigation Grant Program sub -grant agreement with the North Dakota Department of Emergency Services for home purchases in Cass County; and authorize the chairman to sign a contract for professional services with Lake Agassiz Regional Council to administer the property acquisition process. On roll call vote, the motion carried unanimously. 7. FLOOD LOT, Purchase of vacant lot in Chrisan Glen Subdivision Mr. Montplaisir said the commission recently approved a policy to authorize the county to purchase vacant lots connected to flood -prone homes at a cost not to exceed $5,000. The request today is to make an offer to Grace Hart to buy a lot in Chrisan Glen Subdivision, Stanley Township. The county purchased her house in August of this year. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to authorize the auditor to make an offer of $5,000 to purchase and sign the necessary closing documents for property located in Lot 1 Block 1, Chrisan Glen Subdivision owned by Grace Hart. On roll call vote, the motion carried unanimously. Mr. Pawluk asked where the funds will come from to purchase the lot. Mr. Montplaisir said the cost will be paid from the Emergency and Flood Mitigation Fund. 8. HEALTH INSURANCE /HUMAN RESOURCES CONSULANT, Proposal with Associated Financial Group approved Mr. Montplaisir discussed a proposal to renew the contract with Associated Financial Group (AFG) for one year at a cost not to exceed $20,000. Jonathan Cich, Benefits Consultant from AFG, was present. The company provides health and welfare consulting services. Mr. Montplaisir recommends the board renew the proposal, which will assist the county to review health insurance options, provide human resource services and wellness program consultations.
