Commission Minutes November 4, 2013 4224 <br /> Mr. Montplaisir discussed a property on the tax sale list located at 5739 20 Street South in <br /> Legacy Addition, Fargo. He said the county originally set the minimum sales price at 50% of <br /> the true and full value; however, because of extensive mold damage, he recommends <br /> lowering the minimum sales price to 25% of the total true and value for $32,450. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Pawluk seconded to reduce the minimum <br /> sales price for the property at 5739 20 Street South in Fargo to $32,450 <br /> because of extensive mold damage. On roll call vote, the motion carried <br /> unanimously. <br /> 7. ROAD DEPARTMENT, Revised federal aid program approved for 2014 -2015 <br /> Jason Benson, Cass County Engineer, met with officials from the North Dakota Department <br /> of Transportation last month to discuss the 2014 -2015 federal and state aid funded projects. <br /> He distributed a map outlining each of the road and bridge projects, and briefly discussed <br /> them with the board. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Peterson seconded to approve the revised <br /> 2014 -2015 federal aid program sheet as presented, and authorize the <br /> chairman to sign. On roll call vote, the motion carried unanimously. <br /> 8. COUNTY COMMISSION POLICY 16.20, Emergency security procedures handbook <br /> Dave Rogness, Emergency Manager, said with the completion of the Courthouse West <br /> Addition, he met with the sheriff, engineer and administrator to review the commission policy <br /> relating to emergency and security procedures within county buildings. The proposed policy <br /> has been revised so the emergency security procedures handbook is no longer a public <br /> document. State law allows security system plans that include physical and electronic <br /> security of public entities, threat response plans, and emergency evacuation procedures to <br /> be exempt from open records requirements. He said previously the Highway Department <br /> facility was not identified in the plan, but is now included. Also, the Cass County Jail has its <br /> own "stand alone" plan, which they will continue to maintain. The handbook will be <br /> available on the county intranet for all employees. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Peterson seconded to revise Commission <br /> Policy Section 16.20, Facility Emergency /Security Procedures Plan, and <br /> the updated plan be designated as a non public security system plan to <br /> be implemented by county department heads, and posted on the county <br /> intranet. On roll call vote, the motion carried unanimously. <br /> 9. SHERIFF'S OFFICE, Deputy position for court transport and 24/7 program approved <br /> Sheriff Paul D. Laney said effective July 1, 2013, the State of North Dakota now mandates <br /> each county sheriff to designate a 24/7 sobriety program testing site. Alcohol breath testing, <br /> drug patches, urinalysis testing, and installation of alcohol monitoring equipment are all part <br /> of the program. He said the intent was to review possible staffing needs next year because <br /> of the uncertainty of how the new mandate would affect the department. He said prior to <br /> July 1 about 50 people participated in the 24/7 program at the Cass County Jail; as of <br /> today, there are 101 participants. He said Corporal Chad Violet serves as the work release <br /> coordinator, and has been overseeing the program; however, a large portion of his time is <br /> being spent on 24/7 duties. At the rate the program is growing, he will not be able to <br /> maintain the necessary monitoring. <br />
