Commission Minutes November 4, 2013 4225 <br /> Sheriff Laney said currently a half -time court transport officer position is vacant, and was <br /> recently advertised with only one person applying for the job. The commission approved <br /> this position last year. Today, he is asking the board to consider approval of a full -time <br /> deputy dedicated half time to court transport and half time to the 24/7 program. The salary <br /> for the 24/7 portion will have zero impact on the county budget because the fees collected <br /> from program participants will cover this expense. He said currently the 24/7 fund has a <br /> $50,000 balance, and roughly $3,000 per month is generated, which he anticipates will <br /> continue to increase as more participants sign up for the program. <br /> Mr. Pawluk understands the need for staff, but is hesitant to approve the additional <br /> employee considering other departmental staff requests were cut from the 2014 budget. <br /> Sheriff Laney reminded commissioners that this will not affect the budget because the cost <br /> will be covered through fees collected. Mr. Pawluk asked the county auditor for his input <br /> regarding the request. Mr. Montplaisir said the salary is a logical use of the funds. <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to approve a request <br /> for one -full time B32 deputy position to support Court Transport 50% of <br /> the time, and the remaining 50% to be dedicated to the 24/7 program. On <br /> roll call vote, the motion carried unanimously. <br /> 10. RED RIVER REGIONAL DISPATCH CENTER, Purchase of property endorsed <br /> Sheriff Laney said a lease agreement was signed ten years ago for space at 300 NP <br /> Avenue in Fargo, which houses the Red River Regional Dispatch Center (RRRDC). The <br /> agreement included an option to purchase the property at the end of the ten -year term. The <br /> RRRDC Board of Authority made a decision to purchase the property at a cost of $300,000. <br /> An appraisal was completed which valued the property at $580,000. Each of the entities <br /> that partner with the center has been asked to endorse the decision. <br /> Byron Sieber, Executive Director of the Red River Regional Dispatch Center, was present. <br /> He said the cost to lease this year is $106,000, and this figure increases each year. The <br /> RRRDC will save about $80,000 per year to own versus leasing the property. Mr. <br /> Montplaisir believes it is prudent to purchase the building, and said the county share would <br /> be $26,000. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Pawluk seconded that the Cass County <br /> Board of Commissioners endorse the purchase of property located at <br /> 300 NP Avenue, Fargo, North Dakota, which currently houses the Red <br /> River Regional Dispatch Center. On roll call vote, the motion carried <br /> unanimously. <br /> 11. FLOOD PRONE PROPERTY IN CHRISAN SUBDIVISION, To be considered during next <br /> round of buyouts <br /> Keith Berndt, County Administrator, said last May the board considered a request from the <br /> county engineer to purchase two flood prone properties adjacent to 76 Avenue South and <br /> Cass County Highway 81 using county funds rather than FEMA grant dollars. The request <br /> was not approved by the board. <br />
