Commission Minutes October 21, 2013 4221 <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Vanyo seconded to authorize the chairman to <br /> sign the approval letter for the State Water Commission to distribute <br /> funds in the amount of $215,300 to the City of Fargo pursuant to the <br /> terms and conditions of Senate Bill 2020. On roll call vote, the motion <br /> carried unanimously. <br /> 16. FLOOD BUYOUT COMMITTEE, Recommendation approved for vacant lot purchases <br /> Mr. Berndt said the Flood Buyout Committee met earlier today. One issue discussed by the <br /> committee is the process to purchase vacant lots adjacent to buyout homes. He said FEMA <br /> funds cannot be used to buy these lots, and in the past the county has purchased vacant <br /> properties at a reasonable price. The committee recommended the county authorize the <br /> purchase of vacant lots in buyout areas subject to a maximum dollar amount of $5,000 per <br /> lot. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Vanyo seconded to accept the <br /> recommendation from the Flood Buyout Committee authorizing the <br /> purchase of vacant lots in the buyout areas subject to a maximum dollar <br /> amount of $5,000 per lot. Discussion: Mr. Pawluk said the action today <br /> designates the practice already in place when purchasing vacant lots. <br /> On roll call vote, the motion carried unanimously. <br /> 17. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of September, 2013. Expenses are the county's share of engineering, legal, and <br /> construction services associated with the FM Diversion project. The bill also includes half of <br /> the cost for the Minnesota share for September, 2013. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the expenses <br /> for the Flood Diversion Board of Authority in the amount of $428,217.76 <br /> for the month of September, 2013, and to remit $47,608.88 for Cass <br /> County's share of cash flow to cover Minnesota receivables for the <br /> month of September, 2013. On roll call vote, the motion carried <br /> unanimously. <br /> 18. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Vanyo seconded to approve Voucher No. <br /> 273,641 through Voucher No. 274,344. On roll call vote, the motion <br /> carried unanimously. <br /> 19. NDPERS SEMINARS; FLOOD DIVERSION UPDATES; BUILDING COMMITTEE; <br /> MEETING UPDATES, Committee reports <br /> Mr. Berndt said the North Dakota Public Employees Retirement System (NDPERS) is <br /> offering two employee seminars on October 22" to learn more about the system and to ask <br /> any questions. <br /> Mr. Berndt and Bruce Spiller from CH2MHilI will meet with Pleasant Township and Bakke <br /> Subdivision residents on October 22 to discuss the ring levee associated with the <br /> diversion project. <br />
