Commission Minutes October 21, 2013 4220 <br /> Cpl. Violet said this will allow 24 -hour tracking capabilities with the unit rental fee of $4.85 <br /> per day per bracelet to be assessed to inmates in the work release program. He said the <br /> tracking device may be turned off when inmates are within the jail facility. He said this type <br /> of system is becoming the standard across the nation. Currently, work release inmates pay <br /> $15 per day to participate in the program, and the bracelet cost will be covered by this fee. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mrs. Scherling seconded to authorize the <br /> chairman to sign a professional services agreement with Alcohol <br /> Monitoring Systems, Inc. to provide software and GPS monitoring <br /> equipment (SCRAM) for inmates selected for the work release program. <br /> On roll call vote, the motion carried unanimously. <br /> 13. TAX FORFEITED PROPERTY, Appraisals <br /> Michael Montplaisir, Cass County Auditor, provided a list of real estate forfeited to Cass <br /> County for delinquent taxes, pursuant to North Dakota Century Code Chapter 57 -28. The <br /> list shows the minimum sales price as recommended by the County Auditor. He said as of <br /> today, the list includes 12 properties. The minimum sales price covers the unpaid taxes, <br /> costs against the property, and an estimate for 2013 taxes. The list will be published in the <br /> official county newspaper, will be posted on the county website, and cities and townships <br /> with properties will be notified of the hearing to be held on November 4, 2013. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to set the minimum sales <br /> prices as recommended by the County Auditor and set the hearing date <br /> on the minimum sales prices for 3:30 PM on November 4, 2013, in the <br /> Cass County Commission Room. On roll call vote, the motion carried <br /> unanimously. <br /> 14. HEALTH AND DENTAL INSURANCE, Contract renewal with Blue Cross Blue Shield <br /> Mr. Montplaisir said the commission approved rates for health and dental insurance in 2014 <br /> to remain the same with no increase to employees. However, the contract renewal with <br /> Blue Cross Blue Shield includes an increase in stop loss premiums and administrative <br /> costs. Mr. Pawluk asked if the county should consider an increase for next year given that <br /> costs will most likely continue to increase substantially because of federal legislation. Mr. <br /> Montplaisir said rates last year increased by 15 and since the cost of living adjustment for <br /> 2014 is 1% and employee share to the retirement system increased by 1%, the <br /> recommendation was to maintain the current rates for next year. He said the county is able <br /> to do this because of the reserves in the health and dental funds. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman <br /> to sign Attachment A with Blue Cross Blue Shield of North Dakota for <br /> administration of the county's self- funded health and dental plans. On <br /> roll call vote, the motion carried unanimously. <br /> 15. FLOOD CONTROL, State Water Commission payment to City of Fargo approved <br /> During the last two legislative sessions, the state legislature approved a total of $75 million <br /> to be spent on flood control costs. Mr. Montplaisir said this is the 21 request from the City <br /> of Fargo. The reimbursement claim in the amount of $215,300 is the local match on dollars <br /> for land costs associated with home buyouts in Fargo. <br />
