Commission Minutes October 21, 2013 4219 <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to authorize the County <br /> Auditor to solicit proposals for a 7- passenger van for the motor pool with <br /> funding to come from the fees charged to user departments. On roll call <br /> vote, the motion carried unanimously. <br /> 9. COUNTY COMMISSION POLICY 16.50, Emergency evacuation procedures revised <br /> Dave Rogness, Emergency Manager, said during the last legislative session, revisions were <br /> made to NDCC 37- 17.1 -10 regarding mandatory evacuations. The amendment expands <br /> the authority to issue mandatory evacuations to the "principal executive officer of the county <br /> or city" when in the past it was only granted to the governor. He submitted a copy of the <br /> revised Commission Policy Section 16.50 to reflect changes in state law, and also included <br /> language from the Cass County Emergency Operations Plan regarding this issue. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mrs. Scherling seconded to revise Commission <br /> Policy Section 16.50, Emergency Evacuation Procedures. On roll call <br /> vote, the motion carried unanimously. <br /> 10. OFFICE 365 MIGRATION UPDATE <br /> Terry Schmaltz, Information Technology (IT) Director, said the Office 365 migration of the <br /> email and voice mail systems from the Courthouse server was completed last month. The <br /> IT department is now exploring the capabilities available through "cloud" based services to <br /> help shift the burden of server and data storage management from the county systems. He <br /> explained some of the upcoming projects, including imaging of tax system documents and <br /> property tax record cards, file imaging for Social Services, and migration of department files <br /> to cloud storage. He said storage of open record public files will be centralized, including <br /> board agendas, minutes and audio recordings. He will continue to keep the board informed <br /> of any updates regarding this issue. <br /> 11. ROAD DEPARMENT, Aerial photography and mapping project participation approved <br /> Jason Benson, County Engineer, said every three or four years, the county participates with <br /> Fargo and other local entities to update digital aerial color photography and LiDAR contour <br /> mapping. This year the project is eligible for $200,000 in federal funding, and he anticipates <br /> the county will receive around $59,000. Proposals will be submitted and reviewed by a <br /> selection committee. The process will be handled in the same manner as in previous years <br /> with all entities sharing in the expense, and the estimated cost share for Cass County is <br /> $35,000. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Peterson seconded to approve participation in <br /> the 2014 color digital ortho aerial photography, LiDAR contour mapping <br /> and planimetrics project with a total cost not to exceed $35,000. On roll <br /> call vote, the motion carried unanimously. <br /> 12. SHERIFF'S DEPARTMENT, Jail work release program monitoring bracelets <br /> Sheriff Paul D. Laney introduced Corporal Chad Violet, who is the Work Release <br /> Coordinator at the Cass County Jail to discuss an agreement for GPS monitoring equipment <br /> (SCRAM) bracelets for work release program inmates. <br />
