JOBS

The estimate of new job locations in the metropolitan study area generally represents areas of
non-residential development. Each new "job" projected for the metropolitan area was calculated
as a certain number of new trips generated within the TP+ model. "Jobs" were used as the basis
of trip generation, as opposed to "employed persons." This was due to the fact that a 'job,"
whether full-time or part-time, represented a certain level of trip generation and interaction
between residential and non-residential land uses. Furthermore, many "employed persons" had
more than one job, which could only be reflected in terms of trip generation by using jobs as the
base level of data. Again, this is further explained in Chapter 4 under the Development of the
2000 Base Year Model section.
* County job numbers include the entire County, except for Fargo, West Fargo, Moorhead and Dilworth.

By 2030, the planning horizon for the Metropolitan Transportation Plan, the projected number of
jobs is 139,061. This number of jobs represents 63 percent of the population projection for 2030.
In 2000, the number of jobs was only 58 percent of the population. According to the State
Demographer, this indicates that I) the percentage of the jobs filled by individuals who live
outside the metropolitan study area will increase over the next 25 years, and 2) the number of
people with more than one job will increase over the next 30 years.

The Metro COG Policy Board also approved the job projections for the metropolitan study area
in December of 200 I .
