On an overall metropolitan-wide basis, the projected population from 2000 to 2030 reflects an
average annual growth rate of one percent.

Household Projections

Household projections are based on a combination of population growth, age trends of the
population and average persons per household. The growth in households was primarily
projected based on the expected composition of the population in future years. For example,
since the elderly and "empty nesters" will continue to increase as a percentage of the population
over the next 30 years, the average number of persons per household was expected to continue to
decline. This was only one factor of many that the demographer used to project household
growth. Figure 2 identifies the projected household growth for each jurisdiction in five~year
increments.

Figure 2: Metropolitan Area Household Projections

Jurisdiction 2000 2005 2010 2015 2020 2025 2030
Cass County* 6,276 5,925 6,260 6,997 7,333 5,163 5,422
Fargo 39,268 44,573 47,096 52,554 55,084 61,684 64,768
West Fargo 5,771 7,146 7,551 8,358 8,761 10,132 10,638
Clay County* 5,50 5,928 5,894 5,941 5,974 5,172 5,220
Moorhead 11,660 12,530 12,459 13,353 13,428 15,196 15,338
Dilworth 1,160 1,248 1,241 1,412 1,420 1,604 1,619
Metro Total 69,985 77,350 80,501 88,615 92,000 98,951 103,005

Source: F-M Metro COG, with assistance from Dr. Richard Rathge, State Demographer, NDSU
* Figures represent all ofCass and Clay Counties, except Fargo, West Fargo, Moorhead and Dilworth.

It should be recognized that the household growth figures for Cass County and Clay County
represent the entire county in both cases. Metro COG worked with the planning staff from each
County, and a determination was made as to the proportion of that projected growth that would
occur in the metropolitan study area, (i.e., the eight townships surrounding the metro area in each
County). This household growth was then placed in the appropriate TAZ.

As with the population projections, the Metro COG Policy Board approved the household
projections in December 200 I.

Executive Summary - Fargo-Moorhead Metropolitan Area Transportation Plan Update
Fargo-Moorhead Metropolitan Council of Governments

June 2004
Page 8
