<br />The MTP's preparation was continuously guided by the COG's Transportation Technical <br />Committee (TTC). The TTC is composed of 17 technical members representing all pertinent <br />local, state and federal jurisdictions affecting the Fargo-Moorhead area, and the Committee is <br />multi-modal in its composition and outlook. Specific membership ofthe TTC includes: <br /> <br />Fargo-Moorhead Transportation Technical Committee <br /> <br />Robert Bright, Chairperson, Metro COG Executive Director <br />James Gilmour, Fargo Planning Director <br />Mark Bittner, Fargo City Engineer <br />Robert Zimmerman, Moorhead City Engineer <br />Lori VanBeek, Moorhead Transit Director <br />Julie Bommelman, Fargo Transit Manager <br />Larry Weil, West Fargo City Planner <br />John Cousins, Clay County Engineer <br />Tim Magnusson, Clay County Planner <br />Keith Berndt, Cass County Highway Engineer <br />Jeff Schauman, Moorhead City Planner <br />Barry Johnson, West Fargo Public Works Director <br />Stan Thurlow, Dilworth City Planner <br />Brad Monson, Mn!DOT District IV <br />Paul Benning, NDDOT Planning Division <br />Mark Johnson, Federal Highway Administration <br />Georgia Beaudry, Clay County Transit Manager <br /> <br />Apart from providing direction, feedback and recommendations to the Metropolitan COG's <br />Policy Board on the MTP, the TTC members played an important role in assuring that the MTP's <br />findings and proposals were in compliance or harmony with local or state transportation, transit, <br />parks, trail, growth, land use, and/or economic policies and plans. TTC members' active <br />participation ensured that the MTP dovetailed well with local and state intermodal policies. <br /> <br />The TTC makes formal technical recommendations to the Metro COG's governing body - the <br />Policy Board. Similar to the TTC but at a policy and decision-making level, the Policy Board <br />representatives provide a direct linkage from the Metro COG back to their respective <br />governments. The Policy Board is comprised of 14 voting members who represent the six local <br />jurisdictions in the metropolitan area. The Policy Board establishes overall policy direction for <br />all aspects of the Metro COG area-wide planning program. The Policy Board consists of at least <br />three-quarters elected officials, and each jurisdiction's voting power is based on its approximate <br />share of the area's population. <br /> <br />Each of the six local jurisdictions participated in the review and approval of the Metropolitan <br />Transportation Plan. This occurred first, with review and a recommendation by the local <br />planning commissions, and then with review and adoption by the City Commissions! Councils or <br />County Boards. After local review and adoption, the TTC reviewed the Plan and made a <br />recommendation to the Policy Board.
