MULTI-MODAL SYSTEM PLAN

Utilizing all the information assembled by earlier sections of the Plan, and in consideration of
public input and technical analysis, a system plan built upon each jurisdiction's individual needs
was prepared. This intermodal plan was carefully reviewed by the TTC, after two separate
public review opportunities were presented. The TTC examined the plan from an
interjurisdictional aspect to assure it provided a seamless, unified transportation system. The
system plan documents short and long-range multi-modal projects for the future programming
into Metro COG's Transportation Improvement Plan, and each States' Transportation
Improvement Plan. Chapter 9 of the Plan presents the Metropolitan Transportation Plan projects.

FUTURE SYSTEM MANAGEMENT AND FOLLOW UP PLANNING ACTIVITIES

Chapter 10 of the Plan documents how the proposed short and long range program of projects
addresses certain critical system issues, such as future congestion, high crash locations, future
functional classifications of roadways, freight movement, preservation, operation needs and
metropolitan growth. Chapter 10 also demonstrates how the MTP addresses all federal and local
planning objectives. Further, a list is provided of major metropolitan planning studies that
should be undertaken in the next five years to address important emerging issues. Finally,
specific plan-monitoring activities are presented to assist in future Plan updates and
TIP programming.

PARTICIPATION OF THE PUBLIC

A fundamental element associated with the entire MTP process was public involvement.
Substantial efforts were made to encourage public participation in all phases of the Plan's
development. Chapter II of the Plan describes these efforts and their impact on the Plan's
recommendations. Further, Appendix A of the Plan documents participation levels and
responses to public comments concerning the draft final Plan.

SUMMARY

The process briefly described above was used to develop the 2004-2030 Metropolitan
Transportation Plan. The chapters provide greater detail and include the recommendations that
resulted from the MTPs transportation planning process.

Executive Summary - Fargo-Moorhead Metropolitan Area Transportation Plan Update
Fargo-Moorhead Metropolitan Council of Governments

June 2004
Page 5
