<br />Commission Minutes--August 2, 2004 <br /> <br />2761 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve a special event <br />permit for the Holiday Inn of Fargo, to cater a wedding at Bonanzaville, <br />U.S.A., on October 1, 2004, from 6:00 PM to 12:00 AM. On roll call vote, <br />the motion carried unanimously. <br /> <br />9. <br /> <br />PLAT APPROVAL, Heatherwood Estates Subdivision <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded that the Cass County Board <br />of Commissioners grant final plat approval for Heatherwood Estates <br />Subdivision, Section 5, Township 137N, Range 50W in Cass County, <br />North Dakota. On roll call vote, the motion carried unanimously. <br /> <br />10. <br /> <br />ROAD DEPARTMENT, County Hiahway 17 closed for Horace community celebration <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to authorize the closing of <br />Cass County Highway 17 for the Horace community celebration from <br />7:00 AM on August 21, 2004 to 1 :00 AM on August 22, 2004. On roll call <br />vote, the motion carried unanimously. <br /> <br />11. CONTRACT APPROVAL, North Dakota Department of Transportation traffic safety <br />arants and construction/maintenance aareements: State Water Commission <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chairwoman to sign: On roll call <br />vote, the motion carried unanimously. <br /> <br />North Dakota Department of Transportation--traffic safety grant in the amount of <br />$37,250 for equipment to be used in a pilot test of new electronic software for <br />reporting crash reports to the State; <br />North Dakota Department of Transportation--traffic safety grant in the amount of <br />$3,675 for purchase of equipment to be used in identifying fake or altered driver's <br />licenses; <br />North Dakota Department of Transportation--construction and maintenance <br />agreement for the North Dakota portion of the Red River Bridge on Cass County <br />Highway 20 and Clay County Highway 22. The structure portion of this bridge is <br />shared 50/50 with Clay County, Minnesota; <br />State Water Commission--Amendment I to the Agreement for Cost Participation by <br />the North Dakota State Water Commission in the Digital Aerial Survey Phase I and II <br />Hydraulic Analysis and Mapping Project. The change in the contract amendment is <br />the date the agreement ends, which was extended to June 30, 2005. <br /> <br />12. VECTOR/WEED CONTROL, Buildina options presented by architect <br />Terry Stroh, of T.L. Stroh Architects and Interiors, was present to discuss new facility <br />options for a proposed vector/weed control building. He gave a PowerPoint presentation <br />outlining three options, which ranged in cost from $186,144 to $801,676. Discussion <br />included the pros and cons for each option. Commissioners received a letter from Michael <br />Montplaisir, County Auditor, dated July 30, 2004, concerning vector building financing. <br />
