<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Mr. Sondrall moved and Mr. Hendrickson seconded that Gordon Sletmoe, Disaster Emergency <br />Director, be authorized to attend a seminar on May 21st - 23rd in Livingston, <br />~ontana. Motion carried. <br /> <br />A lengthy discussion was held concerning a Rock Concert to be held at the Red River <br />:Valley Fairgounds in West Fargo on Sunday, May 28th. The permit would have to be issued <br />!by the Mapleton Township Board. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that on a temporary basis, <br />[Department Heads give raises of $50.00 per month plus a step increase if the employee <br />!i~ entitled to it. Motion carried. <br /> <br />On motion by Mr. Satrom and seconded by Mr. Sondrall, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 24, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Upon the recommendation of the County Road Department, Mr. Sondrall moved and <br />Mr. Satrom seconded that the Northwestern Bell Telephone Company be authorized to bury <br />cable under County Road.lO at Tower City and under County Road 17 at West Fargo. <br />Motion carried. <br /> <br />Mr. Sondrall moved and Mrs. Stanton seconded that the County accept the bids for the <br />County Road 31 bridge and for the asphalt paving, the bid for the bridge being under <br />the Engineer's estimate by about $25,000 and the asphalt bid being about $6,000 over the <br />estimate. Motion carried. <br /> <br />Upon the recommendation of the County Road Superintendent, Mr. Hendrickson moved and <br />Mr. Satrom seconded that the Chairman be quthorized to sign the lease agreement on a <br />gravel pit. Motion carried. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the A-95 Review from the <br />Metropolitan Council of Governments for street blacktopping for the City of Horace <br />be given a "Favorable Review". Motion carried. <br /> <br />Mrs. Stanton moved and Mr. Satrom seconded that the A-95 Review for street blacktopping <br />for the City of Leonard be given a "Favorable Review". Motion carried. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the A-95 Review on <br />Environmental Impact Assessment for Flood Hazard Area for the City of Riverside be given <br />a "Favorable Review". Motion carried. <br /> <br />The Auditor read a letter from the State Social Services Board requesting the County <br />to submit two names for each member and one name for the Commission member whose terms <br />expire July 31, 1978, on the County Social Services Board. <br /> <br />The Auditor read a letter from the U.S. Army Corps of Engineers thanking the County <br />for their cooperation during the emergency flood operations along the Red River <br />this spring. Mrs. Stanton moved and Mr. Hendrickson seconded that the letter be <br />received and filed. Motion carried. <br /> <br />A letter was received from Attorney Daniel R. Twichell concerning correspondence <br />from the State Water Commission on Sheyenne River Flood Control, which the Board <br />received last week. He stated that the Southeast Cass Water Management District <br />intends to advertise for bids in December of 1978 for cleaning all or part of the river. <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the letter from Mr. Twichell be <br />received and filed. Motion carried. <br /> <br />A letter was received from the County Social Services Director regarding local <br />concerns and efforts which are being made to seek additional Title XX funding. <br />The Board took no action at this time. <br /> <br />Mrs. Wold read a letter from the Upper Mississippi River Basin Commission concerning <br />a meeting to be held at the Armory in Grand Forks at 1:30 P.M. on Wednesday, June 7th, <br />which is a follow-up of the meeting held between Governor Arthur Link of North Dakota <br />and Governor Perpich of Minnesota concerning flooding problems along the Red River. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the budget request from the <br />Lake Agassiz Regional Council, in the amount of $10,000.00, be received and filed <br />until budget time. Motion carried. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that a letter of sympathy be written <br />to the Quentin Burdick family on the loss of their son.
