Mtg. to be held, Discussion was held with representatives of the Depot Youth Center concerning the re: cut-back of ! cut-back of Federal Title XX Funds. The County Board suggested discussing the ~inancial Fed. Title XX I difficulties this will cause with several agencies who may be in a position to make funds & effect on I.'. contributions to keep these programs in existence. Mrs. Stanton moved and Mr. Hendrickson Depot Youth Ctr. seconded that the request for funds from the Depot Youth Center be received and filed for , budget considerations. Motion carried. Stanton moved and Mr. Hendrick,on ' seconded that Joe Turman's status with the County be changed from full-time to I part-time Assistant States Attorney, effective June 1st. Motion carried. i Th7 States Attorney r7ceived an opi~ion from the North Dakota Attorney General ' conCernlng the proposed brldge constructlon contract with the City of Fargo. Mr. Satrom i moved and Mrs. Stanton seconded that the Attorney General's opinion be received and filed, i and that the matter be placed on the agenda for next Wednesday, May 31st. Motion carried. I Chairman Wold issued the following statement to the public concerning the Rock Concert to be held at the Red River Valley Fairgrounds: That the Cass County Commissi has no jurisdiction over the activities of the Red River Valley Fair Association, the fairgrounds being owned by the County for the use of the Cass County Fair Association and benefit of the people of the County. ._--,.~. I , Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous meetin Ibe approved as corrected. Motion carried. I Mr. Sondrall moved and Mr. Satrom seconded that the Chairman be authorized to sign Ithe permits with the Northwestern Bell Telephone Company and the City of Fargo for the !Convent bridge project. Motion carried. I Cass Co. Electric! Mrs. Stanton moved and Mr. Hendrickson seconded that the County Road Superintendent . rep. to discuss I contact the Cass County Electric Company to have a representative appear at the next estimate of lCommission meeting to discuss an estimate of $81,000 to bury cable for the County Road 5 $81,000 on C5 prjtf project. Motion carried. i Bridge contract Discussion was again held concerning the proposed bridge contract with the with City of FargoCity of Fargo. Mrs. Stanton moved and Mr. Hendrickson seconded that the Cass County Motion to place I Commission ask the City of Fargo what the status is of their contract with the City of the issue on iMoorhead on the 2 bridges. The motion carried with Mr. Sondrall and Mr. Satrom opposing. Election Ballot i failed Gambling permit issued to Fargo Jaycees Salary increases for Employees Out of State travel for Social Services staff members Metro-Council A-95 Review Trust Mortgage Release Mr. Satrom moved and Mr. Sondrall seconded that the question of the County !contributing money to the City of Fargo for bridge construction be placed on the election ballot for a vote of the people of Cass County. The motion failed with Mr. Hendrickson, Mrs. Stanton and Mrs. Wold opposing. Mrs. Stanton moved and Mr. Satrom seconded that a gambling permit be issued to the Fargo Jaycees for a raffle at the Oxbow Country Club near Hickson on August 28, 1978. Motion carried. Cass County employees appeared before the Board represented by Attorney Jack Marcil proposing salary increases for the 1978-1979 fiscal year. The Board stated that they will consider the requests of the Employees Association. Mr. Tom Jensen, County Social Services Director, appeared before the Board to request permission for out of state travel. Mr. Sondrall moved and Mrs. Stanton seconded that Rainer Lobitz be authorized to attend a seminar in Chicago on June 26th-30th and that three staff members be authorized to attend a workshop on child abuse and neglect in Minneapolis on June 22nd-24th. Motion carried. Mrs. Stanton moved and Mr. Hendrickson seconded that the A-95 Review for future [low-income housing in the City of Buffalo be granted a "Favorable Review". Motion carried. ! i Mrs. Stanton moved and Mr. Hendrickson seconded that the Board approve the iSatisfaction and Discharge of Trust Mortgage for property in the City of Fargo. iMotion carried.
