Krieg & Sons $15,762.00 <br /> <br />I A letter was received from the law firm of Vogel, Vogel, Brantner and Kelly <br />representing the City of Gardner, which will be adopting a Comprehensive Zoning Plan <br />bnd establishing a Zoning Commission. One member is to be appointsd by the County Commission <br />ifrom the rural area one mile outside the City of Gardner. They recommended the appointment <br />pf Mr. Lewis Barker. The matter will be placed on the Commission agenda for next week <br />Ito make the appointment. <br /> <br />The Auditor received a letter from the Fargo-Moorhead "Y" Men's Club requesting <br />Ito change their gambling permit during the week of the Red ,River Valley Fair from just Bingo <br />~o Bingo and expanded gambling rights. The States Attorney stated that they should be more <br />Ispecific, and the Commissioners stated that they should be informed of the legal games <br />6f chance and which are illegal. The Auditor stated that he will ask them to submit a <br />bew application and suggest that they first have it approved by the Red River Valley <br />Fair Association. <br /> <br />Letter to Governo;r Due to the present flood outlook, Mr. Sondrall moved and Mrs. Stanton seconded <br />req. prel. Disas-~hat a letter be sent to Governor Arthur Link requesting a preliminary declaration of <br />ter Declaration ~lood emergency. Motion carried. <br /> <br /> <br />I <br />I <br /> <br />I MARCH 22, 1978 <br /> <br />I The meeting was called to order by Vice Chairman Satrom with three members present, <br />IMrs. Wold and Mr. Hendrickson being absent. <br />I <br />I <br />I Mrs. Stanton moved and Mr. Sondrall seconded that tpe minutes of the previous meeting <br />'Ibe approved as written. Motion carried. <br /> <br />'Quit Claim Deeds Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized <br />with St. Hwy. Dpt.to sign the Quit Claim Deeds for transfer of road right of way between the County and <br />for R/W transfer I the State Highway Department. Motion carried. <br /> <br />DES Director, Gordon Sletmoe, Disaster Emergency Services Director, asked for assistance in <br />reports on Idistributing sandbags to the people purchasing them. He stated that the sandbags are <br />,sandbags for {now distributed at the County Road Department Shop, but they close at 4:00 P.M. <br />flood IHe requested that a load of sandbags be brought in to the Disaster Emergency Services <br />parking lot, and that someone from the County Road Department be in charge of the <br />distribution after Mr. Sletmoe sells them. The Board asked that this be delayed <br />'Ione week, and Mr. Sondrall suggested that the three Courthouse maintenance men be <br />lat Mr. Sletmoe's call for the time being. <br />i <br />District Court: District Court Judge John Garaas appeared before the Board requesting that the <br />Judge Garaas asks 'I District Courts be allowed to use the County Commission Room on a full-time basis <br />to use Co. Comm.starting April 3rd due to the backlog of cases in the First Judicial District. He stated <br />Room on a full- I that there will be three District Judges operating in the Courthouse starting April 3rd, <br />time basis to land it is expected that the Governor will appoint a replacement for Judge Maxwell <br />hold Court !around the 1st of May. Judge Garaas suggested that the Commissioners hold their meetings <br />iin the Conference Room of the Disaster Emergency Services building, but Mr. Sletmoe stated <br />I that the Army Corp of Engineers has already set up offices in the Conference Room to <br />Imonitor the flood outlook. Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman <br />10f the County Commission, the County Auditor, Judge Garaas and the States Attorney <br />I investigate the matter and report back to the Board next Wednesday. Motion carried. <br /> <br />U.S. Fish & Wild-: Upon the request of Dave Baker from the U.S. Fish and Wildlife Service, Mrs. Stanton <br />life Service to Imoved and Mr. Sondrall seconded that the U.S. Fish and Wildlife Service write the entire <br />make EnvironmentaiEnvironmental Assessment on proposed land acquisitions, subject to review and approval <br />Assessment on 'of the County Extension Agent.
