I I . Mr. Irvin Rustad from the Lake Agassiz Regional Council presented a timetable for the iDisc. with Lake :proposed Cass County Land Use Plan. He stated that Mr. Tom Jentz will be reporting l'Agassiz on Land to the Commission on .a monthly basis. Use Plan Mr. Rustad also mentioned that if the County wishes to apply for Federal funds for the II Lake Agassiz disc. ,proposed solid waste shredding operation, the Lake Agassiz Regional Council will assist ,appl. for Fed. 'in preparing the application as the time for. filing is between May 1st and May 15th. ifunds for solid Iwaste iRed Cross Represer itative explained Itheir services IAPPt. to Gardner Izoning Commission PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Mr. Jim Iosbaker from the Minn-Kota Chapter of the Red Cross outlined their services to' disaster victims, and he stated that they are in very close cooperation with the ,Cass County Disaster Emergency Services Director. Upon the recommendation of the City of Gardner, Mrs. Stanton moved and Mr. Sondrall ,seconded that Lewis Barker be appointed to the City of Gardner Zoning Commission. :Motion carried. The term of John Nilles on the Southeast Mental Health Board expires April 1, 1978, and the Board will make the appointment next week. Mrs. Stanton moved and Mr. Sondrall seconded that the Application for Abatement and Settlement of Taxes submitted by Donald and Lloyd Murch be received, filed and referred to the City of Hunter. Motion carried. Mr. Sondrall moved and Mrs. Stanton seconded that the following Monthly Reports for February be received and filed: Motion carried. Rush River Water Management District North Cass Water Management District Maple River Water Management District Southeast Cass Water Management District Cass County Veterans Service A letter was received from the Burlington Northern Railroad Company informing the ,Commission that Burlington Northern has programmed the installation of automatic 'crossing signals with gates on County Road 24 in the City of Riverside for the same time as those will be installed at 12th Avenue North. Mrs. Stanton moved and Mr. Sondall seconded that the letter from Burlington Northern be received and filed. Motion carried. Committee reports were given. On motion by Mrs. Stanton and seconded by Mr. Sondrall, the meeting was adjourned. ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS MARCH 29, 1978 The meeting was called to order by Vice Chairman Satrom and four members were present, Mrs. Wold being absent. Mr. Hendrickson moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as written. Motion carried. Roger Fenstad from the Moore Engineering Company reported that the bridge on County Road 31 will be on the May 19th letting of the State Highway Department. He stated that they received the slope analysis study from the State, and they agreed with the bridge design by Moore Engineering but they did suggest moving the bridge north 50' which Mr. Fenstad stated will be beneficial. . The County Road Superintendent reported on a water problem along County Road 5, and several persons were present. In rebuilding County Road 5, the County is being requested not to build the grade any higher than it presently is even after the asphalt. They stated that when the water gets high and if it cannot get over the road, it will flood their houses and other buildings. Mr. Hendrickson moved and Mrs. Stanton seconded that this matter be delayed for a week or two, the Board to view the area and to study the proposed agreement on the height of the graded highway. G. Poulson of Letter from H. G. Wheatland expressing their appreciation to County Road Department employees for their assis- Poulson's for tance with a water problem that could have caused extensive damage to their home and property Road Dept.'s help They further stated that they feel there should be a reassessment of the drain profile during a water east of Chaffee as they feel the bridge on County Road 6 is too small. Mr. Hendrickson crises--they feel moved and Mrs. Stanton seconded that this letter be included in the records, and that the bridge on C6 is Board also commends the County Road Department. Mrs. Stanton moved and to SE Mental Healt Mr. Sondrall seconded that Mr. John Nilles be reappointed to the Southeast Mental Health Bd. of Directors Center Board of Directors. Motion carried.
