'l~~'l!l <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />I <br /> <br />I Mrs. <br /> <br />MARCH 1, 1978 <br /> <br />The meeting was called to order by Vice Chairman Satrom and four members were present, <br />Wold being absent. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous <br />meeting be approved as written. Motion carried. <br /> <br />! Mr: Hendrickson moved and Mr. Sondrall seconded that the Road Superintendent be <br />I authorized to publish a notice that all heavy hauling on County roads should be done <br />I in the near future before ~oad restrictions are placed on these roads. Motion carried. <br />I , <br />Anna Powers apprd! Mrs: Anna Po~ers, State Legislator, appeared before the Board concerning the bridge law <br />re: bridge law iunder whlch the Clty of Fargo has requested funds from the County for their bridge <br />under which i construction program. She stated that the law is very vague and she requested information <br />City of Fargo I l and in-put from the Board, as she is taking steps toward needed legislation for the next <br />is req. funds session in order to clarify this law. Joe Turman, Assistant States Attorney, was present <br />II and stated that the step the Commission is taking is to enter into a mutual agreement <br />to assist the City of Fargo in their bridge construction program. The Board commended <br />Mrs. Powers for her interest and the work she is doing on this. <br /> <br />[ Gordon Sletmoe, Disaster Emergency Services Director, reported that he has been <br />! in contact with the Army Corps of Engineers and with the cities throughout the County <br />I regarding preparations for anticipated high water this spring. Mrs. Stanton moved and <br />IMr. Hendrickson seconded that Mr. Sletmoe be authorized to install another telephone <br />I in his office, if necessary, for the Corp of Engineers when they begin checking <br />I river gauges. Motion carried. <br /> <br />Bid for election I Upon the recommendation of the County Auditor, Mr. Hendrickson moved and Mrs. Stanton <br />supplies awarded, seconded that the Board accept the bid of the Knight Printing Company for election supplies <br />to Knight's for 1978. Motion carried. <br /> <br />Appl. for gambling An application was received from the Wheatland Rod & Gun Club for a gambling permit <br />permit for I for a 12-month period. Mr. Turman, Assistant States Attorney, stated that the <br />Wheatland Rod & IWheatland Rod & Gun Club was charged last fall with unlawful gambling and it would be his <br />Gun Club delayed I opinion that they would not be eligible for a gambling permit. Mr. Frank Smylie was present <br />i and stated that the Wheatland Rod & Gun Club was charged by the State and fined $k50.00 <br />I but they received an opinion from their attorney at that time stating that this was an <br />I infraction of the law and that they should be allowed to apply for a gambling license <br />,the following year. Mrs. Stanton stated that the gambling law does not permit the <br />I local governing body to issue a license for a 12-month period. The specific date <br />of the event must be shown on the application. Mrs.-Stanton moved and Mr. Hendrickson <br />I. seconded that this request be further discussed between the States Attorney and the <br />Wheatland Rod & Gun Club, and that the matter be brought back to the County Board <br />next Wednesday. Motion carried. <br /> <br />Rd. Supt. to <br />publish notice <br />on heavy hauling <br /> <br />DES Director <br />reports on <br />flood outlook <br /> <br />Gambling permit Mr. Hendrickson moved and Mr. Sondrall seconded that a gambling permit be issued <br />'issued to Kindre1 to the Kindred Lions Club for April 8, 1978, at the Kindred School which is in <br />Lions Club Normanna Township. Motion carried. <br /> <br />I An application for a gambling permit was also received from the Sandhills Archers, <br />Appl: for gambln~ but they did not state the legal description of the Archery Range where the event is to <br />perml~ from Ibe held. Mr. Hendrickson moved and Mr. Sondrall seconded that this application be <br />Sandhllls Archers delayed until the necessary information is supplied. Motion carried. <br />delayed <br /> <br />Grant Award for I Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign <br />Work Release II the Grant Award and Acceptance from the Law Enforcement Council for the Work Release <br />Coord. for Jail I Coordinator for the Jail. Motion carried. <br /> <br />Proposal for Co. Mr. Ed Powers appeared before the Board and stated that he and Don Ames have followed <br />landfill from I the solid waste study, and they feel that local citizens could carry out the solid waste <br />Ed Powers & Don I disposal program for much less money than is being talked about. He stated that they could <br />Ames I start a County landfill, and they have enough land for the County and the City of Fargo <br />i for 40 years. He asked that Don Ames be allowed to appear before the County Commission <br />I at a later date. <br /> <br />Land Use Plan-- I Mr. Hendrickson reported that he has met with Tom Jentz and Don Kusch of the <br />Mr. Hendrickson I Lake Agassiz Regional Council staff, and they have informally offered to conduct a <br />asks that it be !comprehensive Land Use Plan for Cass County in order to set up a permit system and be <br />brought up at I prepared to apply for flood insurance when and if a majority of the townships so wish. <br />next Planning mt~Mr. Hendrickson asked that this be brought up at the next County Planning Commission meeting. <br />
