<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br />NORTH CASS WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />SEPTEMBER 27, 2022 <br /> <br /> <br />A virtual / conference call meeting of the North Cass Water Resource District was held <br />on September 27, 2022, at 8:00 a.m. <br /> <br />Present were Wes Ecker, Chairman; Robert Thompson, Manager; Ken Lougheed, <br />Manager; Carol Harbeke Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa <br />Hinkemeyer, Administrative Assistant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt <br />Lysne, Alexa Ducioame and Brady Woodard, Moore Engineering, Inc.; Duane Breitling, <br />Cass County Commissioner; Tom Soucy, Cass County Highway Department; and Jay <br />Colwell, property owner in Gardner Township. <br /> <br />Agenda and Minutes <br />It was moved by Manager Thompson, seconded by Manager Lougheed and unanimously <br />carried to approve the order of the agenda, as amended, and the minutes of the August <br />23, 2022, meeting. <br /> <br />Drain #18 extension in Sections 7 and 8 of Kinyon Township <br />Brady Woodard updated the Board on the Drain #18 extension project in Sections 7 and <br />8 of Kinyon Township. The contractor has most of the excavation work complete and has <br />constructed the field approach for the adjacent property owner. Mr. Woodard said the <br />project is going well so far and he will reach out to the Cass County Highway Department <br />when the Drain #18 crossing at Cass County Highway 11 is scheduled to be replaced. <br /> <br />Mr. Woodard stated the property owner in the NE 1/4 of Section 17 in Kinyon Township <br />has requested the installation of a 36-inch culvert through the Drain #18 berm in that area. <br />The culvert would allow access to the property if Drain #18 breaks out into the field. The <br />contractor is currently obtaining a price estimate for the culvert and installation. Mr. <br />Woodard estimated the cost would be around $8,000. <br /> <br />It was moved by Manager Lougheed and seconded by Manager Thompson to approve <br />the purchase and installation of a culvert through the Drain #18 berm in the NE 1/4 of <br />Section 17 in Kinyon Township, not to exceed $8,000. Upon roll call vote, the motion <br />carried unanimously. <br /> <br />Alexa Ducioame discussed a culvert size change through Cass County Highway 11 <br />regarding the Drain #18 extension project in Sections 7 and 8 of Kinyon Township. A 54- <br />inch equivalent arch pipe will be replacing the existing 60-inch culvert and the new culvert
