Upon roll <br />call vote, the following Managers voted in favor: Ecker, Thompson and Lougheed. The <br />motion carried unanimously. <br /> <br />Elm River Dam No. 3 Improvements Project <br />Manager Thompson discussed the Elm River Dam No. 3 Improvements Project. North <br />Cass Water Resource District previously contributed to the Elm River Watershed Study <br />to help size culverts in the portion of the Elm River Dam Watershed located in North Cass <br />Water Resource District. Manager Thompson inquired if the study has been completed <br />as there are culverts 2 miles north of Cass County Highway 26 in Page Township that <br />need to be replaced. Manager Thompson encouraged the township to set aside funds <br />for the culvert replacement project and noted this area was included in a channel cleanout <br />in 2006. Kurt Lysne indicated he will follow up with the project engineer on the status of <br />the study and bring an update to a future meeting. <br /> <br />Drain #19 – culvert in the southwest corner of the SW 1/4 in Section 22 of Noble <br />Township <br />Chairman Ecker reported a Noble Township Supervisor located an invoice from 2020 <br />regarding the replacement of a failed intercept culvert on Drain #19 in the southwest <br />corner of the SW 1/4 in Section 22 of Noble Township. The Water Resource District <br />approved a one-time 100% cost-share for replacement of the failed intercept culvert at <br />the November 24, 2020, meeting, with the understanding the Water Resource District had <br />no further obligation on the matter. <br /> <br />It was moved by Manager Lougheed and seconded by Manager Thompson to reimburse <br />Noble Township for the invoice from Northern States Excavating regarding replacement <br />of the failed intercept culvert on Drain #19 in the southwest corner of the SW 1/4 in Section <br />22 of Noble Township, with the understanding North Cass Water Resource District has <br />no further obligation on the matter. Upon roll call vote, the motion carried unanimously. <br /> <br />Drain #23 – culverts in the S 1/2 of Section 2 and the NE 1/4 of Section 11 in Gardner <br />Township <br />Mr. Woodard discussed a request from Jay Colwell to utilize two intercept culverts that <br />were removed from the Cass County Highway 11 crossing replacement at Drain #23. <br />The culverts are no longer needed and are in good condition. Mr. Colwell would like to <br />repurpose the two intercept culverts by installing one under a Gardner Township road into <br />Drain #23 in the S 1/2 of Section 2 in Gardner Township and the other into Drain #23 in <br />the North Dakota Department of Transportation (NDDOT) I-29 right of way in the NE 1/4 <br />of Section 11 in Gardner Township. Mr. Colwell indicated the culverts are failing in the <br />NDDOT I-29 right of way as well as the Drain #23 intercept culvert in Section 11 of
