MINUTES OF VIRTUAL / CONFERENCE CALL MEETING NORTH CASS WATER RESOURCE DISTRICT ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT WEST FARGO, NORTH DAKOTA JUNE 28, 2022 A virtual / conference call meeting of the North Cass Water Resource District was held on June 28, 2022, at 8:00 a.m. Present were Wes Ecker, Chairman; Robert Thompson, Manager; Ken Lougheed, Manager; Carol Harbeke Lewis, Secretary-Treasurer; Nina Stone, Accountant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt Lysne, Alexa Ducioame, Brady Woodard and Pat Downs, Moore Engineering, Inc.; Mary Scherling, Cass County Commissioner; and Tom Soucy, Cass County Highway Department. Agenda and Minutes It was moved by Manager Lougheed, seconded by Manager Thompson and unanimously carried to approve the order of the agenda and the minutes of the May 24, 2022, meeting, as presented. Drain #18 extension in Sections 7 and 8 of Kinyon Township Alexa Ducioame reviewed the bid tabulation for the Drain #18 extension in Sections 7 and 8 of Kinyon Township. The acquisition of right of way for the project was also reviewed. It was moved by Manager Lougheed and seconded by Manager Thompson to award the contract for the Drain #18 extension in Sections 7 and 8 of Kinyon Township to Gladen Construction, Inc. for the low bid of $239,432.40 and to authorize the Chairman to sign the same. Upon roll call vote, the motion carried unanimously. The Board agreed in principle to the request from Mark Backstrom to extend the culvert in the NE 1/4 of Section 17 in Kinyon Township. Moore Engineering, Inc. will get a price quote for the culvert extension. It was moved by Manager Thompson and seconded by Manager Lougheed to approve the Purchase Agreements with Gene Foster and Louis Rosenau regarding the Drain #18 extension in Sections 7 and 8 in Kinyon Township. Upon roll call vote, the motion carried unanimously.
