Metro Flood Diversion Authority—March 26, 2020 1 <br /> <br />METRO FLOOD DIVERSION AUTHORITY <br />MARCH 26, 2020—3:30 PM <br /> <br />1. MEETING TO ORDER <br />A virtual meeting of the Metro Flood Diversion Authority was held Thursday, March 26, 2020, <br />at 3:30 PM based in the Diversion Authority offices in Fargo with the following members <br />present: Fargo City Mayor Tim Mahoney; Fargo City Commissioner Tony Grindberg; <br />Moorhead City Mayor Johnathan Judd; Moorhead City Council Member Chuck Hendrickson; <br />Cass County Commissioner Mary Scherling; Cass County Commissioner Chad Peterson; <br />Cass County Commissioner Rick Steen; Clay County Commissioner Kevin Campbell; Clay <br />County Commissioner Grant Weyland; and West Fargo City Commissioner Mike Thorstad. <br />Moorhead City Council Member Shelly Carlson; Fargo City Commissioner Dave Piepkorn; <br />and Cass County Joint Water Resource District Manager Rodger Olson were absent. <br /> <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mr. Hendrickson moved and Mrs. Scherling seconded to approve the <br />minutes from the February 27, 2020, meeting as presented. Motion <br />carried. <br /> <br />3. AGENDA ORDER <br />AMENDED MOTION, passed <br />Mrs. Scherling moved and Mr. Peterson seconded to approve the order <br />of the agenda. Discussion: Mr. Mahoney said contracting actions for <br />Ernst & Young Infrastructure Advisors and Industrial Builders, Inc. <br />should be pulled down from the consent agenda for additional <br />discussion. Mrs. Scherling and Mr. Peterson agreed to amend the <br />original motion as requested by Mr. Mahoney. Motion carried. <br /> <br />4. CONSENT AGENDA BRIEFING <br />Executive Director Joel Paulsen reviewed the following contracting actions from the consent <br />agenda: <br /> <br /> Braun Interec Corporation (Master Agreement for Professional Services)—agreement to <br />contract directly with the Diversion Authority to expire December 31, 2022, for a reduction <br />in sub-consultant markup, standardized regional rates and reduction in expenses; <br /> Houston-Moore Group, LLC (Master Services Agreement)—agreement to contract <br />directly with the Diversion Authority to expire December 31, 2025, for standardized <br />regional rates, quarterly review by Executive Director and reduction in expenses; <br /> Terracon Consultants, Inc. (Master Agreement for Professional Services)— agreement <br />to contract directly with the Diversion Authority to expire December 31, 2022, for a <br />reduction in sub-consultant markup, standardized regional rates and reduction in <br />expenses; <br /> Executive Management Systems, Inc. (Contract for Professional Services)—executive <br />coaching in the amount of $26,500. <br /> <br />5. EXECUTIVE DIRECTOR REPORT <br />Mr. Paulsen reviewed Executive Director approved contracting actions, including <br />amendments to Jacobs Task Orders 4, 5, and 6. The amendments result in a $2 million <br />reduction for the removal of AE2S markups and a $3 million reduction for the removal of <br />unspent 2019 budget funds. <br /> <br /> <br />
