Commission Minutes-August 27, 1999 2029 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br /> RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> MEETING IN BUDGET SESSION <br /> AUGUST 27, 1999 <br />MEETING TO ORDER <br />Chairperson Robbie Quick called the budget meeting to order at 8:20 AM on August 27, 1999, <br />in the Commission Room, Cass County Courthouse, with members present as follows: Paul <br />Koenig, Alon Wieland, John Meyer, Donna Schneider and Robbie Quick. Also present were <br />County Auditor Michael Montplaisir, County Coordinator Bonnie Johnson, and Senior <br />Accountant Deb Ness. <br /> <br />BUDGET REVIEW <br />Mr. Montplaisir distributed a handout listing adjustments the Commission suggested over the <br />past two weeks during budget meetings. <br /> <br />Information Services <br />Information Services Director Bob Holmbeck reviewed his budget for next year. He met with <br />Mr. Montplaisir and Mrs. Quick earlier this week and came up with budget cuts, which are <br />included in the handout. A total of $38,708 was cut from the budget. <br /> <br />He discussed the present computer rotation schedule of three years and said that five or six <br />years is sufficient for computer rotation. He also discussed future projects he is planning within <br />his department as well as the office structure. MOTION, passed <br /> Mr. Wieland moved and Ms. Schneider seconded to approve the <br /> Information Services preliminary budget as amended for a total of <br /> $795,044. On roll call vote, motion carried unanimously. <br /> <br />Regional Child Support <br />Regional Child Support Director Kathy Ziegelmann reviewed her budget for next year. She <br />discussed the incentive payment schedule and Mr. Montplaisir said he reduced the revenue <br />figure to $50,000 for next year. She also discussed the request for 14 new computers to <br />replace P133s in her office. The Commission suggested that the computers be eliminated from <br />the budget for a $30,000 reduction. Ms. Ziegelmann discussed the request for an additional <br />case analyst and secretary positions in her office and said the positions are needed due to <br />changes resulting from the new automated computer system. MOTION, passed <br /> Mr. Wieland moved and Ms, Schneider seconded to approve the <br /> Regional Child Support preliminary budget as amended with <br /> reduction in incentive revenues to $50,000 and elimination of <br /> $30,000 in computer equipment, subject to adjustments made on <br /> income as determined by the county auditor. On roll call vote, <br /> motion carried unanimously. <br /> <br />Economic Development <br />Mr. Montplaisir asked the Commission for comments on the rest of the adjustments outlined <br />in his handout. There was discussion on the Economic Development budget. Mr. Montplaisir <br />suggested the budget be reduced by one mill, keeping the levy the same as this year. The <br /> <br /> <br />
