Commission Minutes-August 27, 1999 2030

biggest reduction would be in the loan pool with a budget of $400,000. The request was for
$600,000.

Mr. Koenig suggested the Job Development Authority remain at $175,000 and Lake Agassiz
Regional Council remain at $10,000, the same as this year. He felt they should remain the
same because the Commission did not increase other budgets including the Ambulance,
Historical Society and Fair. Mr. Montplaisir said this would reduce the overall budget by
$249,048 for a total budget request of $615,800. MOTION, passed
Ms. Schneider moved and Mr. Koenig seconded to approve the
Economic Development preliminary budget including $30,800 for
Custom Service, $400,000 for the Loan Pool, $175,000 for the Job
Development Authority and $10,000 for Lake Agassiz Regional
Council. On roll call vote, motion carried unanimously.

Mr. Montplaisir said with the budget adjustments presented in the handout in addition to the
previous motion made, the mill levy is down by .73 mills from last year.

Road Department
Mr. Koenig discussed the Road Department budget and whether the new building is justified
from a cost standpoint. He feels this item needs to be looked at again before the final budget
is approved. Mr. Montplaisir said in the past the Road Department has transferred $120,000
from the Road to the General Fund. The county engineer is requesting the transfer not be
done next year and Mr. Montplaisir suggested the transfers be discontinued but to not add to
the taxes.
MOTION, passed
Mr. Koenig moved and Ms. Schneider seconded to approve the
Road Department preliminary budget as amended by reducing the
expenditures and tax levy by $200,000. On roll call vote, motion
carried unanimously.

MOTION, passed
Ms. Schneider moved and Mr. Koenig seconded to approve the
additional adjustments to the preliminary budget as presented by
the county auditor. On roll call vote, motion carried unanimously.

Commission Salaries
Mr. Wieland feels the Commission should receive a salary increase and suggested the salary
be raised to $13,800 per year. He also suggested the chairman receive an additional $1200
for the year he or she serves as commission chair.

Ms. Schneider considers serving as a county commissioner as public service and does not
support more than a $1,000 per year increase.

Mr. Meyer supports Mr. Wieland's suggestion of $13,800 per year in addition to the extra pay
for the chairman position.

Mr. Koenig agrees with Mr. Wieland and Mr. Meyer. He believes that a higher salary will attract
qualified people to run for the commission.
