Commission Minutes--May 17, 1999 1977 DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS MAY 17,1999 1. MEETING TO ORDER Chairperson Robbie Quick called the meeting to order at 3:40 PM with all members present as follows: Paul Koenig, John Meyer, Alon Wieland, Donna Schneider and Robbie Quick. 2. MINUTES APPROVED MOTION, passed Mr. Meyer moved and Mr. Koenig seconded that the minutes of the previous meeting be approved as written. Motion carried. 3. AGENDA, Order approved MOTION, passed Mr. Koenig moved and Mrs. Schneider seconded to approve the order of the agenda with the following additions: 1) sale of tax-forfeited lot; 2) special event alcoholic beverage permit for Speedway Restaurant & Lounge; 3) raffle permit for Odyssey of the Mind--West Fargo High School Team; 4) flood buy-out transaction; 5) resignation of Information Services Manager; and 6) moving the item to establish a jail construction fund from the consent agenda to the regular agenda. On roll call vote, motion carried unanimously. 4. RESOLUTION #1999-9, Disaster Declaration for ice storm damage MOTION, passed Mrs. Schneider moved and Mr. Wieland seconded to authorize the chair to sign a Disaster Declaration for Cass County, as requested by Cass County Electric Cooperative, and according to a letter from Glenn Ellingsberg, Emergency Manager: On roll call vote, motion carried unanimously. RESOLUTION #1999-9 WHEREAS, Cass County saw a significant impact to private property during ice storms in April,1999, and excessive moisture accumulations over the past few years continue to cause concern; and WHEREAS, necessary mitigation, preparedness, response and recovery measures will be needed to protect public health and safety; and WHEREAS, the potential for damages to public and private property could exceed normal budgeted funds and that current damages to private property are significant; NOW, THEREFORE, BE IT RESOLVED, that pursuant to Section 37-17.1-10 of the North Dakota Century Code, the Board of County Commissioners does hereby declare Cass County a Disaster Area.
