<br />Commission Minutes--May 17, 1999 1977 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 17,1999 <br /> <br />1. MEETING TO ORDER <br />Chairperson Robbie Quick called the meeting to order at 3:40 PM with all members present as <br />follows: Paul Koenig, John Meyer, Alon Wieland, Donna Schneider and Robbie Quick. <br /> <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded that the minutes of the <br />previous meeting be approved as written. Motion carried. <br /> <br />3. AGENDA, Order approved <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Schneider seconded to approve the order <br />of the agenda with the following additions: 1) sale of tax-forfeited lot; <br />2) special event alcoholic beverage permit for Speedway Restaurant <br />& Lounge; 3) raffle permit for Odyssey of the Mind--West Fargo High <br />School Team; 4) flood buy-out transaction; 5) resignation of <br />Information Services Manager; and 6) moving the item to establish a <br />jail construction fund from the consent agenda to the regular agenda. <br />On roll call vote, motion carried unanimously. <br /> <br />4. RESOLUTION #1999-9, Disaster Declaration for ice storm damage <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to authorize the <br />chair to sign a Disaster Declaration for Cass County, as requested by <br />Cass County Electric Cooperative, and according to a letter from <br />Glenn Ellingsberg, Emergency Manager: On roll call vote, motion <br />carried unanimously. <br />RESOLUTION #1999-9 <br />WHEREAS, Cass County saw a significant impact to private property during ice storms in <br />April,1999, and excessive moisture accumulations over the past few years <br />continue to cause concern; and <br /> <br />WHEREAS, necessary mitigation, preparedness, response and recovery measures will be <br />needed to protect public health and safety; and <br /> <br />WHEREAS, the potential for damages to public and private property could exceed normal <br />budgeted funds and that current damages to private property are significant; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that pursuant to Section 37-17.1-10 of the North <br />Dakota Century Code, the Board of County Commissioners does hereby declare Cass County <br />a Disaster Area. <br /> <br />Dated at Fargo, North Dakota, this 17th day of May, 1999. <br />
