Commission Minutes--September 28, 1998 1872 <br /> <br />DEPARTMENT HEADS-PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br /> SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> MEETING IN BUDGET SESSION <br /> SEPTEMBER 28, 1998 <br />MEETING TO ORDER <br />Chairperson Donna Schneider called the special meeting to order at 3:30 PM with all members <br />present as follows: Paul Koenig, John Meyer, Alon Wieland, Robbie Quick and Donna <br />Schneider. A number of county department heads and a few employees were also present. The <br />purpose of the meeting was to continue discussion and make a decision on the 1999 budget. <br /> <br />EMPLOYEE SALARIES AND HOSPITALIZATION INSURANCE <br />Mr. Meyer said his position has not changed since the last budget meeting, and he again <br />recommends a cost of living adjustment of 2.5% for county employees, and that health insurance <br />premiums be increased from $6 to $10 per month for a single policy, from $20 to $33 per month <br />for single with dependents, and from $47 to $77 per month for a family plan. Mrs. Schneider said <br />she would support the motion, however, she favored keeping health insurance premiums at the <br />current percentage rates. MOTION, passed <br /> Mr. Meyer moved and Mr. Koenig seconded that county employees be <br /> granted a 2.5% cost of living adjustment for 1999, in addition to earned <br /> step increases; and that employees share the cost of increased health <br /> insurance at the rates of $10 per month for a single policy, $33 per <br /> month for single with dependents, and $77 per month for a family plan. <br /> On roll call vote, motion carried unanimously. <br /> <br />NEW EMPLOYEE REQUESTS <br />Commissioners talked about the difficulty prioritizing new position requests because all county <br />departments could show a need for more help during the year. Due to the levy limit, Mr. Wieland <br />said the only position he could support adding for 1999 would be increasing a half-time position <br />to full-time for Information Services since the department provides services for all county offices. <br />Mrs. Quick said other departments indicated they would relinquish new employee requests in <br />favor of the Board adding this position for Information Services. <br /> <br />Information Services MOTION, passed <br /> Mr. Meyer moved and Mr. Wieland seconded to approve the half-time <br /> position increasing to full-time in Information Services. On roll call <br /> vote, motion carried unanimously. <br /> <br />Register of Deeds <br />Full-time employee request withdrawn because of technological advances in this department. <br /> <br />State's Attorney MOTION, failed <br /> Mr. Meyer moved and Mr. Koenig seconded to approve a new secretary <br /> position in the State's Attorney's Office for as long as grant money is <br /> available. Total cost of the position is $33,867, and the State's <br /> <br /> <br />
