Commission Minutes--August 27, 1997 1699 <br /> <br />DEPARTMENT HF_.ADS--PLF_ASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MEETING IN BUDGET SESSION <br /> AUGUST 27, 1997 <br /> <br />MEETING TO ORDER <br />Chairman Alon Wieland called the budget meeting to order at 8:00 AM in the Commission Room, <br />Cass County Courthouse, with all members present as follows: Donna Schneider, Paul Koenig, <br />John Meyer, Roberta Quick and Alon Wieland. <br /> <br />The Board first convened as the Cass County Social Services Board and continued review of that <br />department's budget. <br /> <br />At 9:15 AM, the budget meeting was recessed for an informal meeting with the United States <br />Department of Housing and Urban Development (HUD) officials concerning flood assistance. <br /> <br />The Cass County Board of Commissioners resumed budgeting at 10:30 AM. <br /> <br />= <br /> <br />BUDGETING DECISIONS <br />Public Health <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to adopt the revised <br /> public health budget as presented, at an estimated cost of $394,371. On <br /> roll call vote, motion carried unanimously. <br /> <br />Veterans Service Office <br />Concerning a proposed part-time file clerk position, Mrs. Schneider recommended that the Veterans <br />Service Officer request continued support by the American Association of Retired Persons (AARP) <br />through a federally funded program. Due to the spring flooding, she said this is a difficult year; and <br />she believes this is an area where possible other alternatives exist for meeting the needs of the <br />department for one more year. The request can be included in the 1999 budget request, she said. <br /> <br />Mr. Meyer believes this position has been long overdue because of the workload, and he said it also <br />serves as a training program for possible future employment when someone is sick or if someone <br />retires. However, the position requested is an A-12 file clerk, not a Veterans Service representative. <br /> MOTION, failed <br /> Mr. Meyer moved and Mr. Koenig seconded that the part-time position in <br /> the Veterans Service budget be authorized. Discussion: Mr. Wieland <br /> suggested the position be authorized contingent upon denial of continued <br /> support from AARP. Mr. Koenig said another alternative might be sharing <br /> staff from other county departments. Mrs. Schneider said the need may <br /> be there, as in all departments, but this may not be the year to add a <br /> position. At the call for the question and upon roll call vote, the motion <br /> failed with Mr. Meyer voting "Aye" and four members opposing. <br /> <br /> <br />
