Commission Minutes--April 22, 1996 1462 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> APRIL 22, 1996 <br /> <br />MEETING TO ORDER <br />Chairman Sharon "Pepper" Toussaint called to order an emergency meeting of the Cass County <br />Board of Commissioners at 4:00 PM Monday, April 22, 1996, with four members present as <br />follows: Don Eckert, Alon Wieland, Donna Schneider and Sharon "Pepper" Toussaint. Bernie <br />Ness was absent. <br /> <br />The meeting was called at the request of Glenn Ellingsberg, Cass County Emergency Manager, <br />to update the County Commission on the spring flooding situation. <br /> <br />EMERGENCY DECLARATION MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to authorize the <br /> chairman and the county auditor to sign the following declaration: <br /> Motion carried unanimously. <br /> <br />WHEREAS, Cass County has suffered damage to roads, culverts, homes, businesses, and other public <br /> facilities caused by excessive spring run-offoccurring in the Spring of 1996; and <br /> <br />WHEREAS, the impact of these damages threatens the health, well-being and public safety of the citizens <br /> of Cass County; and <br /> <br />WHEREAS, the cost of clean-up, repair and replacement of such damaged facilities would be in excess of <br /> available county resources. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Cass County Board of Commissioners declares an <br />emergency and orders the activation and ufflization of the county Emergency Operations Plan, its procedures, <br />attachments and appendices to monitor the situation, develop a detailed damage assessment, alleviate <br />hardship, and initiate appropriate relief actions and mitigation measures by departments and agencies of local <br />government to limit the hardships and impact of this emergency upon the citizens of Cass County. <br /> <br />Dated at Fargo, North Dakota, this 22nd day of April, 1996. <br /> <br />= <br /> <br />FLOOD FORECAST, County personnel; sandbags for individuals available from vendors <br />Mr. Ellingsberg said the cities of Kindred and Harwood have passed emergency declarations, and <br />he highlighted areas of a Cass County map showing flooding and potential flooding along the <br />Sheyenne River. He discussed protective measures being taken by individuals and by <br />government entities. The river is expected to crest in the Kindred area this weekend or early next <br />week. <br /> <br />Rich Sieg was present representing County Engineer, Keith Berndt, and he asked how much <br />support should be provided to individuals and cities as far as county equipment and manpower. <br />In terms of county equipment and personnel from the Road and SherifFs Departments, Mr. <br />VVieland said the affected department heads should continue to assess the situation and consult <br /> <br /> <br />
