Budget Minutes--September 4, 1991 724 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ. <br /> <br />BUDGET MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> WEDNESDAY, SEPTEMBER 4, 1991 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order at 8:00 AM with four <br />members present as follows: Steve Risher, Sharon "Pepper" Toussaint, <br />Alon Wieland and Gene Shannon. Don Eckert arrived about 8:20 AM after <br />obtaining budget information from County Engineer Don Richards. <br /> <br />PRELIMINARY BUDGET PRESENTED BY AUDITOR <br />Auditor Michael Montplaisir presented Commissioners with a copy of the <br />1992 preliminary budget. He said the general and special levies under <br />direct county control are projected to increase by 1.77 mills, but <br />there are some options for the Commission to consider as they review <br />departmental budgets. He hopes the final budget can be reduced to the <br />same level as last year. The preliminary budget totals over twenty- <br />one million dollars. <br /> <br />JAIL FUND <br />Mr. Montplaisir estimated that the county jail fund will exceed the <br />1991 budget by approximately $376,000 because of some prisoners being <br />housed in other facilities. He said the mill levy projected for 1992 <br />is the maximum allowed by State law. The county jail added five new <br />staff members in 1991, with the possibility of adding three new staff <br />members for dispatch in 1992. <br /> <br />ROAD DEPARTMENT <br />Mr. Eckert arrived at this time after meeting with the County Engineer <br />to obtain budget information requested by the Auditor. He provided <br />Commissioners with a copy of a letter from the County Engineer to the <br />Auditor dated September 3, 1991, explaining some of the line items and <br />those that can be eliminated from the 1992 preliminary budget at this <br />time. A decision was made to eliminate the Engineering Technician <br />position. <br /> <br />Mr. Wieland said the Road Advisory Committee met with the <br />Engineer yesterday and developed a preliminary road policy, <br />Commissioners will be receiving. <br /> <br />County <br /> which <br /> <br />GENERAL FUND: <br />New positions <br />Departments requesting new positions are as follows: Clerk II for the <br />Register of Deeds; two one-half time legal secretaries for Regional <br />Child Support; one full-time investigator for both the Regional Child <br />Support Office and the State's Attorney's Office; one legal secretary <br />for the State's Attorney; Clerk II for the Clerk of District Court. <br />Computer systems <br />Funds for computer systems were decreased by $290,000; the IBM Imaging <br />system being taken out of the budget because the Commission doesn't <br />think the timing is right for implementation. <br /> <br /> <br />
