Board of Equalization Meeting--June 4, 1991 686 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ. <br /> <br />1991 CASS COUNTY BOARD OF EQUALIZATION MEETING <br /> JUNE 4, 1991 (TUESDAY) <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called to order the 1991 Cass County Board of <br />Equalization meeting at 8:30 AM with four members present as follows: <br />Don Eckert, Steve Risher, Gene Shannon and Sharon "Pepper" Toussaint. <br />Alon Wieland was absent. <br /> <br />BRIARWOOD ASSESSMENTS, Increased to counteract 10% overall reduction <br />Frank Klein, Director of Tax Equalization, provided information on the <br />1991 total taxable valuation of Cass County· He said there is a <br />projected gain of about 1.34% overall. He recommended that the county <br />board of equalization accept all assessments as equalized, e×cept for <br />the City of Briarwood. <br /> <br />Mr. Klein said the City of Briarwood board of equalization lowered all <br />residential structure assessments 10%, but he is recommending that all <br />of the residential structures in Briarwood be raised 12% to bring them <br />back to the 1991 assessment. He further recommended that the local <br />assessor be asked to re-inspect all properties, and that the City of <br />Briarwood work with their local assessor for the 1992 assessment year. <br /> <br />Representatives from the City of Briarwood were present including John <br />Zbinden, Mayor, and Roberta Quick, Auditor. Mr. Zbinden provided some <br />printed information on sales, and he asked the county to. uphold the <br />blanket reduction of 10% as made by the Briarwood equalization board. <br /> <br />Mr. Zbinden said their local assessor inspected individual propel?ties <br />and thought four residences should be reduced. Mr. Zbinden said the <br />local assessor agreed with the City of Briarwood's 10% reducticn on <br />all properties based on the sales since 1988. <br /> <br />Mr. Klein said he talked to Briarwood's assessor, Hans Loraas, and he <br />recommended to Mr. Klein that four residences be reduced but that some <br />residences be increased. Mr. Klein didn't think it was Mr. Loraas' <br />contention that a 10% reduction overall is warranted. <br /> <br />Mrs. Quick said Mr. Loraas recommended that five properties be <br />reduced, not four, and she said he told them prior to the equalization <br />meeting that he would support the reduction and he signed the <br />assessment book. <br /> <br />Mr. Klein provided some further sales information in Briarwood, and <br />he said the 1991 assessments are below the sale prices on several <br />properties. <br /> <br />Resident Bruce Quick suggested that Briarwood's assessor be asked to <br />attend the county board of equalization meeting before action is taken <br />on the assessments in Briarwood. Mr. Shannon asked if Mr. Loraas <br />could be reached today but some of those present didn't, think so. <br /> <br /> <br />
