Minutes--September 19, 1990 529 SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS SEPTEMBER 19, 1990 MEETING TO ORDER Chairman Gene Shannon called the special meeting to order and all members were present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon "Pepper" Toussaint and Gene Shannon. COMMISSION BUDGET, Lake Agassiz reduced Under Commission projects in the budget, Lake Agassiz Regional Council requested an increase from 1990 funding of $15,500 to $31,000 for 1991. Mr. Eckert thought this could be reduced and a suggestion was made to invite them to appear before the commission. NOTION, passed Mr. Eckert moved and Mr. Wieland seconded to reduce the amount to Lake Agassiz Regional Council from the requested amount of $31,000 to $20,000 pending a future meeting with them at which time the amount may change again· On roll call vote, motion carried unanimously. COMMISSION BUDGETi, Work pro.iects approved Mr. Wieland asked for a reduction in the Commission budget from $54,000 to $50,000 as approved yesterday for beginning phase II of the "Model" project. Mr. Shannon provided copies of "Commission Work Projects for 1991" as it relates to Phase II of the "Cass County Model" project. Item "f" refers to preparing former sheriff residence for occupation by Phase II Model Project and meeting rooms· Mr. Wieland would like to measure the useable space, and he wants some idea of the cost of preparing it for occupancy and the approximate cost of utilities. Mr. Shannon estimated that it would take $9,000 to put it in minimal shape, with the use of jail inmates for clean-up work. Mr. Montplaisir said the County could use Contingency Funds from this year to put it into shape. Mr. Wieland also wondered if the facility has to be handicapped accessible. Mr. Shannon suggested amending the "Commission Work Projects for 1991" under item "f" to state that "full consideration will be given to preparing the former sheriff residence for occupation by Phase II Model Project and meeting rooms." NOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded to approve "Commission Work Projects for 1991" from item a through f and the next 10 items through the second from the last paragraph. On roll call vote, motion carried unanimously. MODEL PROJECT PHASE II, Temporary liaison position approved The last paragraph of the "Commission Work Projects for 1991" is for a temporary liaison position during Phase II of the Model project· Mr. Shannon called for discussion on this position since it was excluded from the previous motion.
