Comm, Minutes--September 19, 1990 530 <br /> <br />Mr. Shannon recommended that Bonnie Johnson, Child Support Enforcement <br />Director, be temporarily reassigned to this position because of her <br />understanding of the legislative issues and a good working <br />relationship with the judges. <br /> <br />Mr. Wieland said he would support a liaison position which will <br />provide someone to do research and study in connection with the Model <br />project, but he was not in favor of the procedure of having the <br />Commission make the appointment today. <br /> <br />Mr. Eckert felt the Commission should seek applications for the <br />position, and Geoff Riches also suggested opening up the position. <br /> <br />It was assumed by Scott Kildahl, Model Project Coordinator, that the <br />Commission would immediately appoint someone knowledgeable in county <br />government with skills and qualifications to immediately begin <br />implementation of the Cass County Model· He said the position will <br />be a temporary interim position for about 18 months, not to exceed two <br />years. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded to develop <br /> a contract and offer it to Bonnie Johnson for her temporary <br /> reassignment to work with the Cass County Commission for <br /> Phase II of the Model project for the duration of the Model <br /> project. <br /> Discussion: Mr. Sondrall asked if Bonnie Johnson knows <br /> about this, and Mr. Shannon said she will consider it but <br /> needs to know what has been offered before making that <br /> commitment. Hr. Eckert asked about salary, and Hr. Shannon <br /> said this assignment would be at her current salary. At <br /> the call for the question and on roll call vote, the motion <br /> carried with Mr. Sondrall, Mrs. Toussaint and Mr. Shannon <br /> voting "Aye", Mr. Wieland and Mr. Eckert opposing. <br /> <br />MODEL PROJECT, Phase II consultant services/office space <br />Mr. Shannon asked Mr. Kildahl how the Commission might proceed in <br />securing his services to continue the momentum on the Hodel project. <br />Mr. Kildahl said he will prepare a contract for his services for one <br />year's time, beginning about October 1st, to include part-time <br />clerical help, printing and advertising costs for a total budget of <br />about $50,000. Mr. Shannon said the motion adopted yesterday <br />addresses this. Mr. Wieland asked him to provide a copy of a <br />proposed contract to the States Attorney. <br /> <br />Mr. Wieland suggested that the model project office remain in the <br />same space in the lower leve'i of the Juvenile Justice Center until <br />the Commission has an opportunity to prepare the former sheriff <br />residence for occupancy. <br /> <br />SOCIAL SERVICES, BudRet adopted <br />Kathy Hogan, Social Services Director, will propose a policy on <br />sponsorships in the next several months, and allocations will then <br />be made based upon policy. <br /> <br />Parent Aide program was budgeted contingent upon continued State <br />funding. <br /> <br /> <br />
