Comm. Hinutes--September 25, 1989 344 SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS SEPTEHBER 25, 1989 1. MEETING TO ORDER Chairman Don Eckert called the meeting to order at 1:30 p.m. with all members present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon "Pepper" 'roussaint, and Gene Shannon. The meeting was called for the purpose of making decisions on 1990 budget requests. 2. COUNTY COHMISSION, Operating budget MOTION, passed Mr. Wieland moved and Mr. Shannon seconded to approve the County Commission operating bUdget. Motion carried. 3. COUNTY COMMISSION, Pro.~ects Budget MOTION, passed Mr. Shannon moved and Mr., Sondrall seconded to omit the North Broadway bridge funding and Employee Assistance Program from the 1990 budget. Mr. Wieland felt that the EAP program could be left out of the budget but objected to omitting the. Broadway bridge funding. The motion carried on roll call vote with Mrs. Toussaint, Mr. Sondra11 and Mr. Shannon voting "yes", Mr. Eckert and Mr. Wieland voting 4. SALARY ADJUSTHENT, Line item reduced MOTION, passed Mr. Shannon moved and Hfs. Toussaint seconded to lower the salary adjustment line item from $100,000 to $50,000. Mr. Wieland felt that amount, was too low even with the salary adjustments that were done this year. The motion carried on roll ca]] vote with Mrs. Toussaint, Mr. Sondra]] and Mr. Shannon voting "yes", Mr. Wie]and and Mr. Eckert voting 5. COUNTY COMMISSION, Pro,~ects budget approved as amended MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to adopt the County Commission Projects Budget as amended by the prior motions. Motion carried. 6. PUBLIC SERVICE AGENCIES, Hospice and Humane Society MOTION, passed Motion was made by Mr. Shannon to transfer the Hospice account into Social Services, the Humane Society under a new name called animal control in the Sheriff's budget, and to approve the public service agencies as amended. Motion was seconded by Mr. Wieland and carried. 7. BUILDING AND GROUNDS, Budget approved MOTION, withdrawn Mr. Wieland moved and Mr.. Shannon seconded to add $12,500 for airlock under capital projects and deduct $10,000 from electricity. Mr. Wieland moved and Mr. Shannon seconded to withdraw the motion. Motion carried.
