Comm. Hinutes--September 25, 1989 344 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />SEPTEHBER 25, 1989 <br /> <br />1. MEETING TO ORDER <br />Chairman Don Eckert called the meeting to order at 1:30 p.m. with all <br />members present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, <br />Sharon "Pepper" 'roussaint, and Gene Shannon. The meeting was called <br />for the purpose of making decisions on 1990 budget requests. <br /> <br />2. COUNTY COHMISSION, Operating budget MOTION, passed <br /> Mr. Wieland moved and Mr. Shannon seconded to approve the <br /> County Commission operating bUdget. Motion carried. <br /> <br />3. COUNTY COMMISSION, Pro.~ects Budget MOTION, passed <br /> Mr. Shannon moved and Mr., Sondrall seconded to omit the <br /> North Broadway bridge funding and Employee Assistance <br /> Program from the 1990 budget. Mr. Wieland felt that the <br /> EAP program could be left out of the budget but objected to <br /> omitting the. Broadway bridge funding. The motion carried <br /> on roll call vote with Mrs. Toussaint, Mr. Sondra11 and Mr. <br /> Shannon voting "yes", Mr. Eckert and Mr. Wieland voting <br /> <br />4. SALARY ADJUSTHENT, Line item reduced MOTION, passed <br /> Mr. Shannon moved and Hfs. Toussaint seconded to lower the <br /> salary adjustment line item from $100,000 to $50,000. Mr. <br /> Wieland felt that amount, was too low even with the salary <br /> adjustments that were done this year. The motion carried <br /> on roll ca]] vote with Mrs. Toussaint, Mr. Sondra]] and Mr. <br /> Shannon voting "yes", Mr. Wie]and and Mr. Eckert voting <br /> <br />5. COUNTY COMMISSION, Pro,~ects budget approved as amended <br /> MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to adopt the <br /> County Commission Projects Budget as amended by the prior <br /> motions. Motion carried. <br /> <br />6. PUBLIC SERVICE AGENCIES, Hospice and Humane Society MOTION, passed <br /> Motion was made by Mr. Shannon to transfer the Hospice <br /> account into Social Services, the Humane Society under a <br /> new name called animal control in the Sheriff's budget, and <br /> to approve the public service agencies as amended. Motion <br /> was seconded by Mr. Wieland and carried. <br /> <br />7. BUILDING AND GROUNDS, Budget approved MOTION, withdrawn <br /> Mr. Wieland moved and Mr.. Shannon seconded to add $12,500 <br /> for airlock under capital projects and deduct $10,000 from <br /> electricity. Mr. Wieland moved and Mr. Shannon seconded to <br /> withdraw the motion. Motion carried. <br /> <br /> <br />
