Comm, Minutes--June 20, 1989 271 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />JUNE 20, 1989 <br /> <br />1. MEETING TO ORDER <br />Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />2. MINUTES APPROVED HOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded that the <br /> minutes of the previous meeting be approved as corrected <br /> changing the date in paragraph 6, under equalization, to <br /> 1980 instead of 1985. Hotion carried. <br /> <br />3. MIDA BONDS, Trollwood Village <br />Hr. Norman Triebwasser, Architect with Triebwasser Helenske & <br />Associates, Ltd., and Attorney James H. Stewart appeared before the <br />Board to request that the County Commission advertise for a public <br />hearing on tax-exempt bonds totaling $2,600,000 for the final phase <br />of Trollwood Apartments and convenience center. He sent literature <br />to each of the Commissioners explaining the project, and he stated <br />that they are providing services that are not provided in other <br />apartment complexes in this area. <br /> <br />Mr. Triebwasser stated that the Fargo City Commission approved tax <br />exempt bonds in 1986 for the first two phases of the project, but <br />financing was not requested for the final phase at that time. <br />Mr. Sondrall asked why the City of Fargo voted 3-2 against <br />authorizing the issuance of additional bonds for this project, and <br />Mr. Triebwasser stated that they supported the project but there were <br />some opposition groups. <br /> <br />Mrs. Toussaint stated that Mr. Triebwasser indicated in a letter to <br />the County Commission that Fargo Mayor Jon Lindgren is receptive and <br />supportive of running this application through the County. However, <br />Mrs. Toussaint read from the April 10, 1989, Fargo City Commission <br />minutes where Mayor Lindgren had decided, prior to the development of <br />the Trollwood project, not to support any tax exempt bonds for <br />housing projects. The Mayor said he did endorse the first project <br />and feels it is one of the most successful projects in the City, <br />however, he has a problem with continuing the tax exempt status past <br />the point that he committed to. Mr. Triebwasser suggested calling <br />the Mayor for a clarification of his support. <br /> <br />Mr. John Moss, President of the Fargo-Hoorhead Apartment Association, <br />informed the Commission that his group is opposed to MIDA bond <br />financing for any living units. <br /> <br />Mr. Jerry McDonald provided a written statement and asked that the <br />County Commission deny the request for MIDA bond financing because he <br />did not feel they should be used for the project. He did state that <br />he feels the project is excellent, but he felt conventional financing <br />could be arranged. <br /> <br /> <br />
